� Dear Mr. Larkin:
� Formal Bid No. 2287 for the purchase of two Elgin Pelican Power
� Sweeper Front-�nd Unloaders was opened April 26, 1967. Three bids
� were received, one for Piobil sweepers at a price of $21,322, this
being the lowest bid. Other bids i�ere for a Wayne Model nt $25,600.00
; and for the Elgin models at $26,150.00.
The two lower bids do not meet the speci£ications as set forth
' on the requisition. The self-unloading sweeper was specified because
� of anticipated operating economies, principally by reason of eliminating
I the use of a separate loader, as well as some labor costs to clean up
' after the loader. _. ° _.

��� 1 After reviewing the entire matter and realizing that the other
sweepers are considered good machines ��ith certain advantages of their
