Byrne, Mayor and Members of the City Council Subject: 908 Selby Avenue Gentlemen: The following is a report of the Building Department on the condition of the property known as 908 Selby Avenue. The owner of record is Michael J. Kelly, deceased, and the following appear to have an interest: Donald L. Lais, Executor of the estate; John R. Person, Attorney for probate of the es�ate; Ann L. Kelly, daughter; Marie Kelly, daughter; Mrs. Eileen Manton, daughter; Michael J. Kelly, Jr. , son; Mrs. Margaret Dowling, daughter; Marian Kelly, daughter; . _ Mrs. Lorraine Gillespie, daughter; John P. Kelly, son; Director of Public Institutions, Department of Mentally Deficient, Centennial Building, St. Paul, because of the fact that Marie Kel�y is in the Cambridge State Hospital; and Thomas J� Kelly, County Auditor, because the taxes are delinquent. The legal description of the property is, Lot 5, Block 3, Brown�s First Addition. The original inspection of this property was made October 6, 1966, at which time the inspector reported that the property was a single family frame residence, one and one-half stories in height, approx- imately 24 feet wide, 48 feet long and 30 feet high, was vacant, _ standing open and in the process of being extensively vandalized. EXTERIOR The wood siding was in a deteriorated condition, the front porch supports had been removed,. making the por.ch a special hazard, and the wood sill supporting the rear of the building was badly rotted. �r u �� + i _(Hon. Byrne, Mayor ' and Members of the City Council) May 10, 1967 -2- ' ii - ,�, BASEMENT The basement, which is only 24 feet wide and 10 feet long� revealed a limestone foundation that had deteriorated mortar joints, with the stone loose. The wood joists bearing on the limestone foundation were badly rotted. There was standing water on the basement floor and a large accumulation of trash and debris. The stairs to the basement were badly worn and the treads were loose. � FIRST FLOOR The first floor contains five rooms -- all of the floors had heaved £rom exposure to excessive moisture and snow which came in through the broken windows. The p�aster throughout was badly cracked, loose and falling in some areas. The windows were broken, with the frames, the sash and the sills beginning to rot. The doors were broken and �� the. kitchen sink had been damaged to the point that it was no longer � operable. � • _ ' SECOND FLOOR The second floor contains four rooms and bath. The plumbing had been broken out, the ceiling lights, the wall plugs and switches are all hazardous -- some are pulled from the wall exposing wires. The plaster vaas loose and falling throughout. There are no accessory buildings on -the property, and at the time of the inspection there was no personal property of any value in the building. Soon after this inspection it was arranged through Mr. Lais, the Executor of the estate, that the City be given permis- sion to enter upon the premises and board up the property so as to prevent entrance to it by unauthorized persons. This property has been reinspected continually since that time, with the most recent report being April 5, 1967 at which time the property was reported to have been broken into, and there was evidence it was being entered by unauthorized persons. If it is the opinion of the owners of this property that it can be rehabilitated, it will be necessary that they submit the list of the corrections they propose to make regarding the structural condi- tion of the building, electrical, plumbing and heating systems, with a schedule for the completion of the rehabilitation program, along with the application for the permits. Byrne, Mayor and Members of the City Council) May 10, 1967 -3- If this alternative is not takenr it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapida- tion, physical damage, unsanitary condition and abandonment that �- this building constitutes a hazard to public health, safety and wel- fare.
