WHEREA�� The City of t�aint Paul� as a municipal corporation�
organized pursuant to the laWS of the �tate of Minnesota� has by
its Charter and by nature of its function a responsibility to
prepare for the continuation of its governmental functions and
to provide proper services and guidance to the citi�ens of �aint
Paul in the event of a civil defense emergency; and
WHEREA�� The City� in attempting to discharge its aforesaid
responsibility for the civil defense of eitizens within its
municipal bo�.ndaries� has created a munieipal Bureau of Civil
Defense; and • '
WHEREA�� ;�aid Bureau� by and through its director and his
staff� has prepared a civil defense Operational 'Survival Plan
adopted by this Council and approved by the Mayor January 24� 1963,
pursuant to Gouncil File 210950 and as amended by Council File
226483, approved December 31� 1965; and
WHEREAS� The technical progress and changing conditions
dictate a continued re-evaluation of �said Operational �urvival
Plan�� said Burea�t� its director and staff have .prepared a revised
Operational 'Survival Plan� which revised Operational �Survival Plan
has been cireulated to op,erating departments� department heads�
and executive officers'4o�f the City of �aint Paul who have been
informed as to the contents and operation of said revised plan;
now therefore_be it
. RESOLVED� That the Co�ncil of the City of �aint Paul does
� hereby accept the revised Civil Defense Ope�ational �urvival Plan
of the Ci�y of �aint Paul.

WHEREAS� The City of Saint Paul� as a municipal corporation�
organized pursuant to the laws of the State of Minnesota, has by
its Charter and by nature of its funation a responsibility to
prepare for the continuation of its governmental functions and
to provide proper services and guidance to the citizens of Saint
Paul in the event of a civil defense emergency; and
WHEREA3 The City� in attempting to discharge its aforesaid
responsibili�y for the civil defense of citizens w'lthin its
municipal boundaries� has ereated a municipal Bureau of Civil
Defense; and
WHEREAS� Said Bureau� by and through its director and his
staff� has prepared a civil defense Operational Survival Plan
adopted by this Council and ap roved by the Mayor January 24 1963�
pursuant to Council File 2109� and as amended by Council Fi�.e
226483� approv�d December 31� 1965; and
