04-949Council File # ��" - 1 �-E, ` Green Sheet # 110511 RESOLUTION CiTY OF SAINT PAUL, MINNESOTA a� , Presented Referred To Committee Date 1 WHEREAS, in 2004 the assessment rate for street paving, including curb and gutter in connecrion with the 2 Residential Street Vitality Program (RSVP) was $28.72 per assessable foot; and WHEREAS, in 2004 the assessment rate for the modified lantern style lighting was $5.07 per assessable foot, and the altemative bent straw lighring was $318 per assessable foot; and 5 WHEREAS, the 5aint Paul City Council, by Resolution, has directed that these assessment rates be adjusted yearly 6 based on the Minneapolis-Saint Paul Urban Consumer Price Index; and 7 WHEREAS,themostrecentMinneapolis-SaintPaulUrbanConsumerPriceindexshowedanincreaseof2.7%from 8 the first half of 2003 to the first half of 2004; now therefore be it 9 RESOLVED, that in order for the assessment to reflect the increased conshucrion costs and benefit to the property 10 owners, the assessment rate for street paving in connection with RS VP is increased 2.7% from $28.72 to $29.50 per 11 assessable foot for all such R5 VP proj ects approved by Final Order after October 1, 2004 to be constructed in 2005; 12 and 13 BE IT FLJRTHER RESOLUED, that the assessment rate for the modified lantern style lighting is increased 2.7% 14 from $5.07 to $5.21 per assessable foot, and the alternative bent straw lighring increased 2.7% from $3.18 to $3.27 15 per assessable foot far all such RSVP projects approved by Final Order a$er October 1, 2004 to be constructed in 16 2005. In 1995, ' the City Council adopted a similar resolution for the Residential Street Paving Program (95-1127). We are proposing to increase assessment rates for 2005 by 2.7% for street paving and lighting as per past practice.
