, � WHEREAS, the Planning Board of the City of Saint Paul has
; announced its intention that �it was considering a land-use study for
� all the lands abutti.ng and near the Mississippi River in the City
� of Saint Paul; and

� WFiEREAS, the Port Authority of the City of Saint Paul has
� resolved to enter into negotiations with the Planning Board of the
; City of Saint Paul for the joint employment of a consulting fir� to
undertake a land-use study of the Mississippi River; now, therefore,
be it
RESOLVED, that the proper City officials are hereby authorized
� and directed to execute a resolution of intent to prepare a comprehensive
� land-use development plan for the Mississippi River Valley for the
; City of Saint Paul, a copy of which is hereunto attached and made a
part hereof; and
FURTHER RESOLVED, that the Comptroller of the City of Saint
Paul is hereby authorized and directed to establish a River Front
Studies Fund and assign an appropriate number thereto.

i WHER�AS, Saint Paul s most outstanding natural feature is the .2�'��
; � majestic Mississippi River, its banks and blufts; and � .�,���'
� WHEREAS, the River flows for some seventeen miles' in graceful
: �
� ? curves as it lends character and amenity to the City
� � it induced; and
� �
r I WHEREAS, the wooded bluffs form great ares, stepping back from
t � the River and thereby creating a dramatic system of
. sharp topographic breaks; and �
; � WHEREAS, the importance of the Mississippi River and the adjacent
. � bluffs in the life of the City has long been recognized
! and actively promoted by the citizens of Saint Paul; and

' ` WI�REAS, the River-front and the steep slopes have been recognized
� as a significant determinant of urban form in the Saint
Paul Comprehensive Plan; and

• WI�REAS, in September of 1967 the Planning Board of the City of
� , Saint Paul announced that it was considering a land-use
; � study of all of the lands abutting and near the
Mississippi River in the City of Saint Paul; and
� WI�REAS, the Port Authority is authorized and has the special duty
; to consider and adopt detailed and comprehensive plans for
� the development and 3mprovement of the port and industrial
district; and �
� WI�REAS, the Port Authority of the City of Saint Paul on July 16, 1968
- resolved to enter into negotiations with the Planning
f Board of the City of Saint Paul for the joint employment
of a consulting firm to undertake a land-use study of the
' Mississippi River; and .
WHEREAS, the Port Authority of the City of Saint Paul did further
resolve that such a study be joiz�.tly financed with the
City Plan.ning Board; -

` ? . NOW, TH�R�FORE, BE IT RESOLVED that the Port Authority of the
City of Saint Paul and the City Planning Board of
� the City of Saint Paul declare their intent to under-
; take the development of a plan for the Mississippi
River Valley within the environs of Saint Paul.

' BE IT FURTHER RESOLVED that the sum of $35,000 is pledged to
; � � defray the cost of development, of which $20,000 is to be � .
� � pledged by the Port Authority' of the City of Saint Paul
and $15,000 by the City Planning Board of Saint Paul.
� ! All monies pledged will be made available to the City
': Planning Board of Saint Paul as needed and in accordance .
with the terms of any contract which may subsequently
j be made for consulting services.
