WHEREAS, the Planning Board of the City of Saint Paul adopted
as policy its intention to provide direct planning assistance to all
co�nmunities and neighborhoods within t�City of Sai.nt Paul; and �
Nif�REAS, Macalester College has requested that the Planning
Board initiate a co�mmunity planning program in the area of the City
in which said College is located �in cooperation with other colleges
in said district; now, therefore, be it �
RESOLVED, that the proper City officials are hereby authorized
and directed to execute the Statement of Intent for the Preparation ,
of a Macalester Cammunity Plan, aucopy of which is hereunto attached
and made a .part hereto;-and
PURTHER RESOLVED, that the Comptroller of the City of Saint
Paul is hereby authorized and directed to establish the Ma.calester
Community Plan Pund and assign an appropriate number thereto.

STATEMENT Or INTENT FOR THE PREPARATION OF A

MACALESTER CONIrNNITY PLAN �
Traditionally, the City Planning Board of Saint Paul has been deeply
conce"rned with the future well-being of the city's many neighborhoods and
� communities. With the publication of one of its recent reports, A Concept:
Planning for Saint Paul 's Communities and Neighborhoods (September, 1967) , .
the Board adopted as policy its intention to provide direct planning as-
sistance to all couununities and neighborhoods �vithin the City of Saint
Paul. Obviously, for reasons of limitations on staff time and budget, ,
work on these "local" planning programs must be carried out over a period �
of years and on the basis of logical, individual need or priority. Also,
� the work required of the Planning Board staff is contingent upon the size
and complexity of each community and, to a great degree, its organizations
and peopie.
Macalester College has been actively irivolved in the development of a
' long-range campus plan during the past several years. During the course
of this work, it has become apparent that there are strong interrelationships
between the College and the surrounding community. In order to prepare a
sound plan for the future development of the campus proper, it will be
necessary to integrate this work with the larger surrounding community. It
soon became obvious that only through community-wide planning and cooperation
� that a sound development plan - - agreeable to all concerned - - could be
achieved.
Over the past year, meetings have been held by the Vice-President for ,
Financial Affairs of riacalester College and the Director of Planning
for the City of Saint Paul to discuss the Macalester Campus Plan and the

planning program for the City as a whole. These meetings culminated in a
request by Macalester College that the Planning Board initiate a commun- �
ity planning program in this area of the City in cooperation with the
Colleges and the Macalester Community. The presence of seven institutions
� of higher learning, all located within the western portion of Saint Paul,
extended the planning concept to include a much larger area of influence.
The City Planning Board of Saint Paul will assume its responsibility
for the development of a community planning program for the Macalester •
Community. The end product of this program will be a Community Develop-
ment Plan, fully integrated with those 'of the several colleges which will
be detailed enough to establish public poliay. It is felt that through
, • the coordination of resources of the Planning Board and the Colleges, a
comprehensive plan can be developed with sufficient depth to serve as a
realistic, active guide for future change and improvement.
The study area and plan would be approached from two levels:
1. An Intensive (detailed) Stud Area, which would be bounded by
Marshall on the north, Hamline on the east, Randolph on the south,
- and Fairview on the west.. This area would receive close examination
and a detailed, staged plan for improvement and change. 7
2. An Influence Study Area, which would be established to include all
of the Saint Paul Colleges. This area would receive more generalized
� planning and establish directions for joint ventures or programs �
for the institutions as a group.

This marks the completion of Phase One. The alternative land-use patterns
developed above would be related to Plan Implementation, Revenue Return
Analysis, and the goals of the Community to select one alternative to
serve as the Final Plan. A draft report (including alternatives) would be
distributed. -

A printed, bound report would be prepared by the Planning Board at the end
of Phase 1�ao. The report- would contain appropriate graphics and text to
explain the Plan and its staged implementation.
It is proposed that a continuing program be started upon the completion of
the 18-month planning period. It is highly possible that the planning .
program would initiate an interest in further joint planning and development
among the colleges and other groups or institutions. It will be necessary
to have close liaison between the Macalester Community and the Planning
Board as the program is implemented in the future. Changing future con-
' ditions are sure to necessitate adjustments in the Plan, and the Plan must
be kept current to serve as a viable guiding document.

, The Planning Board will exercise every effort to carry out the provisions
of the proposed planning program. Al1 monies pledged to the City will be
made available to the City Planning Board as needed and in accordance �aith
the terms of any contract or purchase agreement the City may subsequently
make for outside services. Close coordination and consultation, between the
, � City �and those financially supporting the study, will be maintained in the
, design and development of any outside consulting services.
