RESOLU'I'ION SUPPORTING FAIR HOUSING ENFORCEMENT SERVICES
WHEREAS, the City of St. Paul considers fair and affordable housing a core need of the residents of the City of
Saint Paul;
WHEREAS, the City of Saint Paul has long partnered with Southern Minnesota Regional Legal Service, Inc.
(SMRLS) in making available fair housing enforcement services, housing counseling services, and legal services
to make substandazd rental housing safe for low-income residents of Saint Paul;
WHEREAS, the City of 5aint Paul has committed to funding a portion of an attorney position to provide fair
housing enforcement services to such residents, even though the City itself is currently facing challenging
financial tnnes;
WIIEREAS, there is a critical need for fair housing enforcement and education services in Saint Paul among
rapidly growing low-income protected class populations, including, immigrant and refugee families, families of
color, disabied persons, particularlypersons with mental impanments, and wlnerable female heads ofhouseholds
exposed to sexual harassment in rental housing;
WHEI2EAS, the fair housing enforcement and education services provided by SMRLS through its Housing
Bquality Law Project aze essential to many families in preventing homelessness and helping them gain access to,
and keep, affordable housing;
WHEREAS, SMRLS is the onlynon-profit fairhousing arganization in Saint Paul deliberately structured to reach
out to, and make fair housing enforcement services available to these under served populations, is well
established, and is relied upon by the community to provide these services; and
WHEREAS, the City of Saint Paul has learned that due to heavy competition for limited funds available in
Minnesota, SMRLS will not be receiving funding from the Department of Housing and Urban Development to
do fair housing enforcement wark this year, after having received such funding for the past five years, after
eaming an "Excellent" rating with a 100% score from HiJD for its fair housing enforcement services, and after
having established a high quality full enforcement program;
THEREFORE, be it resolved that the City of Saint Paul continues to strongly support the fair housing
enforcement and education work SMRLS delivers through its Housing Equality Law Proj ect and encourages other
funders in the Saint Paul metropolitan area to wark together and join the City of Saint Paul over the next yeaz in
keeping this critical wark alive and intact as a key force in combating housing discrimination, preventing
homelessness and helping families gain access to, and keep, affordable housing.
