PAUL, MINNESOTA 55102 ��0� November 22, 1968 � . � - • , To the Honorable Mayor and Members of the City Council 347 City Hall and Court House St. Paul, Minnesota 55102 Gentlemen: ' ' On November 14, 1968, the City Council approved an ordinance amending Ordi.nance No. 6446, which amendment provided that the Civil Service Bureau, instead of reporti.ng when the per cent of increase or decrease of the "unskilled . plant" workers for all industries as shown in Table 2 in the "Area 'Wage Survey for Minneapolis-St.. Paul" published by the Bureau of Labor Statistics of the U. S. Department of La.bor as an indication of the increase or decrease to be considered in setting the salaries for the Manual and Maintenance Group, that the Civil Service Bureau should report to the City Counci.l the per cent of increase or decrease in the Unskilled Laborer rate occurring from January of the then current year and January of the preceding year as an indication of the increase or decrease to be considered in setti.ng the salaries for the Manual and Maintenance Group. In accordance with the above-mentioned amendment to Ordinance No. 6446, we . are herewith reporting to the City Council that the indicated i.ncrease for the Manua.l and Maintenance Group is 4. 91°jo instead of the previously reported 4. 30% which was indicated before the ordinance was amended. In accordance with Ordinance No. 6446, then, these findings are submit�ed - to the City Council and a copy has also been filed for public record with the City Clerk. The ordinance further provides that thereafter Council sha.11 set a public hearing for the purpose of reviewing existent wage rates, which hear- ing shall be not less than ten days nor more than twenty days after such public notice as the Council may deem necessary. After such hearing Council shall, � by resolution, determine the per cent of increase, if any, for the positions in the Manual and Maintenance Group.
