04-935�z Council File # oa_��} Resolution # Green Sheet #�AS��� Presented By Referred To RESOLUTION CITY OF SAINT PAUL, MINNESOTA Committee: Date 2 Resolution approving $135,000 STAR funds 3 for the 1170 Arcade Street (Vacant Commercial Site) 4 Arcade Rose Revitalization Project WHEREAS, on September 28, 1994, the City Council of the City of Saint Paul established the Neighborhood Sales Tax Revitalization (STAR) Program, C.F. 94-1127; and 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 WHEREAS, the Neighborhood STAR Program is financed in accordance with Minnesota Statutes, Chapter 297A, authorized by the State of Minnesota, Chapter No. 375, Sec.46; and WHEREAS, the purpose of the Neighborhood STAR Program is to fund capital improvements to further residential, commercial and economic development in the neighborhoods of St. Paul; anc WHEREAS, the Saint Paul City Council, via Resolutions #97-1276, 01-459, 02-587 and the 2000, 2001 and 2004 adopted city budgets, authorized funding to the Neighborhood Investment STAR Program, and through this program, a grant up to $135,000 ("STAR Grant") has been awarded to the Grantee to provide financing for the acquisition of the property at 1170 Arcade Street; and WHEREAS, 1170 Arcade is a major blight and deteriorating property located one block from a main gateway into the East Side south along Arcade into the Lower East Side and a gateway east along Maryland into the Phalen Village neighborhood, both major arteriaf streets; and WHEREAS, a major development at the southwest corner of Maryland and Arcade (CVS pharmacy) eliminated a number of underutilized buildings, the southeast corner (Sinclair Station) is 26 up for sale and 1170 Arcade is one block south of these two sites and the reuse will have a major 28 effect on this gateway area; and O � , q� 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 SQ 51 52 53 54 SS 56 57 58 59 60 61 WHEREAS, the ability to control and secure development on the site will be an asset to the gateway entrance rather than a deterrent by assisting in the overall development of: (I) retaii/commercial, live work space, (ii) remove the boarded and vacant building, (iii) clean-up the site initially to complement the other development (iv) complete plans over the winter to be in a position to start construction next (v) improve appearance of site immediately (vi) develop with a substantial buiiding that is an asset (vii) insure a use that services the neighborhood (viii) provide for the potential of mixed use, and (ix) increase the tax base. WHEREAS, on September l, 2004, the NeighboThood STAR Board reviewed a proposal by the North East Neighborhood Development Corporation (NENDC) and heard a presentation by Chuck Repke of NENDC of the necessity to take this action of acquiring the property at 1170 Arcade; and WHEREAS, the STAR Boazd was supportive of the application, however, the Board was unable to recommend approval because the project does not meet 5TAR guidelines adopted and approved by the City unless said guidelines are waived by the City. NOW THEREFORE, SE IT RESOLVED, and with the advice of the Neighborhood STAR Board, the Council of the City of Saint Paul hereby approves waiving the following guidelines and approve a$135,000 grant to NENDC for the acquisition and demolition of the property at 1170 Arcade for future development complementary to the large investment being undertaken across the street. The one-to-one match of public to private funds which is to be identified and released at the time of inifial funding is hereby waived, with the understanding that the one-to-one match will be met in the overall development of the site of public to private funds. 2.
