Resolution approving the use of
Neighborhood STAR Investment Initiative Funds for Energ,y Efficient Business Pracrices
at Izzy's Ice Cream Cafe
WHEREAS, Izzy's Ice Cream Shop, a popular community gathering place in Merriam Pazk in Ward 4,
in 2004 was named the Ice Cream Store of the Year by the International Ice Cream Consultants in Riverdale,
NY, and
4 WHEREAS, Izzy's proprietor Jeff Siumners has decided to model business environmental responsibility
5 and energy conservation, in conjunction with the Neighborhood Energy Consortium, by installing solar panels to
6 generate the power needed to run his business, and
WHEREAS, Izzy's patrons, neighbors and friends aze helping to raise fixnds to make the solar energy
project at Izzy's an achievement for the whole community, and an example of how people working together can
create a better world, and
10 WHEREAS, it is the intent of Councilmember Jay Benanav of the Saint Paul City Councii to participate
11 in this activity by providing a matching grant of $5,000 from the Wazd 4 Neighborhood Initiative Inveshnent
12 Fund allocation to assist in the community fundraising effort; and
13 WHEREAS, because this project has substantial community support, a waiver of the STAR Guidelines,
14 in regard to the applicant and matching fund requirements, is required; now therefore be it

1 RESOLVED, that upon the recomxnendation of the Mayor, pursuant to Section 10.07.4 of the City
2 Charter, the City Council does hereby amend the 2004 budget for the Izzy's Ice Cream Cafe Solar Panel Project,
3 in the following uianner:
