The building is standing vacant, open and has � � been subjected to extensive vandalism; i b. The egterior condition of the building is as � � follows: the siding is loose, split, deteriorated and starting to rot; the roofing material is in a deteriorated condition and the shingles are missing in some areas ; the windows are smashed, including some of the sash and frame; the front porch floor shows evidence of rotting, with ,the roof supporting post in a precarious position; the rear concrete stoop has deteriorated to the point where it is'hazardous to '' ' - use; the rear entrance door is missing; the entrance to the basement from the outside at the rear of the ' . building is rotted and in a dilapidated condition; # `� the exterior walls are starting to bulge; and a large � .� - part of the foundation wall is missing on the north side; � ° � c. The inteB.or condition of the building i.s as follows: the supporting joists in the basement are �- rotted and some channel irons from old automobile . frames were used to provide some temporary support to the floor joists ; in one section the rotted joists are being supported with several concrete blocks piled ` on top of a 55 gallon oil drum, and the basement has • , only a dirt floor; the floors on the first floor are sagging, the ceiling plaster is loose and about to fall; the kitchen sink is missing, the stairway to the second floor has loose treads ; the floors on the second floor are sagging and plaster is falling from the ceiling; the plumbing system has been. vandalized and there is an open s,ewer connection in the kitchen , which would allow rodents to enter the building; there is no toilet installed in the bui•lding other than a chemical toilet; � � . ; , � � �� ' . � . � ,� �� 4125� � 2 , , - ���, , � - �: . , ; Page 3. � d. The building in the above condition is beyond � reasonable repair; • � e. The building is unfit for human habitation � , in its present condition and the above corrections must be made inccompliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same habitable; . f. The building constitutes a nuisance and a hazard to the public health, safety and welfare because ; of its physical damage, dilapidation and inadequate maintenance; - ' now, therefore, be it � RESOLVED, That in accordance with Minnesota Statutes Sections - - 463. 15 through 463. 26, and based upon the foregoing findings of tY%e � City Council, the Coun.cil of the City of Saint Paul does hereby make , the following Order: ORDER 1. The own.er of the above—described building shall make the� same safe and not detrimental to the public peace, health, safety and welfare by having the said building razed and the materials therefrom removed from the premises within thirty '�}30) days from the date of the service of this Orderg � 2. In the event that the building is to be razed by the ' City of Saint Paul pursuant to judgment of the District Court, all personal property or fixtures which may un.reasonably inter– fere with the razin and removal of this building shall be removed within ten �10) d�ays•-from�the entry of �udgment; and if not so removed, the City "of Saint Paul shall remove and dispose of such personal property and fixtures as provided by law; 4. Byrne, Mayor and Members of the City Council Re: File No. 1961--1375 Arkwright Gentlemen: The Building Department is hereby submitting its report on the condition of the property known as 1375 Arkwright, a single family dwelling of frame construction, one and one-half stories in height with a fu11 basement. The building is approximately 18 ft. wide, 32 ft. long and 20 ft. in height. The building is vacant, standing open and has been subjected to extensive vandalism. � _ , The owner of record is Annie Horrigan and the legal description of the property is Lot 2, Block 2,�'Morton',s Sizbdivision of Lots 4, 5, 6 and ? of J. M. Warner's Acre Lots. A recent inspection indicates the following: EXTERIOR. There is evidence that the siding is loose, split, deteriorated and starting to rot. The roofing material is in a deteriorated condition and. the shingles are missing in some areas. The windows are all smashed, including some of the sash and frame. The front porch floor shows evidence of rotting, with the roof supporting post in a precarious position. The rear concrete stoop has deteriorated to the point where it is hazardous to use. The rear entrance door is missing. the entrance to the basement from the outside at the rear of the building is rotted and in a dilapidated condition. The stairway to the s econd floor has loos e stair treads in a dangerous = condition. � 5ECOND FLOOR. Contains two rooms with sagging floors and plaster falling from the ceiling. The plumbing system has been vandalized and there is an open sewer connection in the >�kldtchen which would allow rodex�ts to enter the building. , . There was no toilet installed in the building other than a chemical toilet. . Inasmuch as a rehabilitation schedule has not been submitted by the owner, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, , unsanitary cond.ition and ab.andonxnent, the above structure constitutes a hazard to public health, safety and welfare.
