THE COUNGIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l. That the Zoning Code, Chapters 60 to 64, inclusive,
of the Saint Paul Legislative Code, pertaining to Use Districts ,
Height Districts and Rezoning of certain properties in the City of
Saint Paul, as a.mended, be and the same is hereby further amended so
as to rezone the following described property from "B" Residence
District to "C-1" Residence District, to-wit:
Lot 5, Block 47, St. Anthony
Park North;
situate on property located on the west side of Cleveland Avenue
between Scudder and Knapp Streets in the City of Saint Paul.
Section 2. This ordinance shall take effect and be in force
thirty (30) days from and after its passage, approval and publication.

A. SUFFICIEVCY: The Commissioner of Finance in a letter dated September 7, 1968
declared the petition sufficient with the owners of 6 of a possible 8
tracts having signed the petition or 750. _
B. HISTORY: None for this property. Adjoining property (2 1/2 p�atted lots) were
rezoned to "C-1" Residence on September 30, 1967.
. C. PROPOSED USE: Combine this property with the adjoining property to the north
and construct three four-unit structures with accessory parking. The proposed
use equals about 20 units per acre.
• D. FP.ONTAGE AND AREA: A frontage of 50' along Cleveland Avenue with a depth of 150'
-an, an area of 7,500 square feet. .
E. - AREA ZONING: North is "C-1" Residence while to south and west is zoned "B" Residence
F. COMPREHENSIVE PLAN: Recommends that the west side of.Cleveland Avenue be classified
R-6 which is 25 units per acre.
. G. SITE CONDITIONS: Older single family residence on the site. There is a slight
slope down to the south and east. It is 3 to 5' above the grade of Cleveland
Avenue and Scudder Street. .

This is written. in response to the petition of James I. and Ruth Brown
to rezone from "B" Residence to "C-1" Residence property on the west side
� .of Cleveland Avenue }�etween Scudder and Knapp Streets. This property is
. further described as Lot 5, Block 47, Saint Anthony Park North.
The petitioner proposes to construct three four-unit apartment
struci�ures on this and adjacent property to the north.
The Board of Zoning considered this matter on November 7, 1968 at a
, public hearing. The staff reported that the rezoning is consistent with
the recommendations of the Comprehensive Plan, has the approval of the
Saint Anthony Park Association and that the proposed deve�lopment would not
have a detrimental effect on the adjacent properties.
Consequently, the Board� of Zoning recommends approval of this petition
to rezone from "B" Residence to "C-1" Residence.
