ISTJtII�1RY • . � The two-way radio system of the Saint Paul Department of Public Works was installed in 1954. All of the original equipment is srill in fuse; addit3.ona1 radios have been added as needed. Changes in the rules I af the Eederal Communications Commj.ssion over the years have required ` modifications of the equipment. On March 18, 1968, the Federal Commun- � � ications Comruission passed a new series of regulations governing � operation of tG�o-way radio systems� such as the one used by the Saint Paul Department of Public Works. Some of the new rules do noe become � effective until 1971, but some bpcome effective on June 1, 1968. The � , existing systems will probably no� be licensable under the new r�gula- tions. Norrh Star Research and DevelopmenC Institute proposes a pragram of research to: (1) determine the effect of the new regulations on the fi��o-way radio system of the Department of Public Works, and (2) design an impro��ed system plan that can be i�aplemented gradually to meet the . ' future needs of the department. This system will comply with the rules I of the Federal Communications Coimnission, which will become effective � � ' November 1, 1971. In addition; tdorth Star will assist the department in ' � • . <<� a o � � � . � ' ��. • . . ��'� ' _ _ . . , � 9 ' �_� establishing a record system for the radio equipment and in verifying the per£ormance of the new radio system folloG�ing installation of new ; ` equipment. `•r� BACKGROUND • . 3 ;� The Saint Paul Department of Public Works is responsible for ' road repair, sewer maintenance, traffic sign installation and main- r� tenance, snow glowing, sanding and salting operations, and garba�e • collection for the entire City of Saint Paul, Piinnesota. The department uses 81 two-way radio units in its vehicles to coordinate operations. .�� The base transmitCer is located at City Hall, and 11 remote dispatching points are scattered thr.oughout Saint Faul. Control of the base .� transmitter from the remote control points is achieved via telephone lines leased from the Northwestern Bell Telephone Company. 13oth base ;� and mobile transmitters operate on a frequency of 453.950 MHz with a power output of 25 watts. The base station was installed in 1954, as � were 25 of the mobile units; the original equipment is still in opera- Cion. Additional mobile units have been added over the years as the -,� need arose and the budget permitted. � �_ , Maintenance of the radio system, installation of new equipment, � '' ` and record keeping for the equipment is done under a contract wi�h an independent commercial service company. � . Several times since 1954 the technical requirements for two-way ,�; radio operation in the 450-470 MHz band have been made more stringent. . With each tightening of the rules, all exi�ting Saint Paul Public Works ;j� two-way radio equipment had to be modified to meet the new specifica- • tions. On t4arch 18 of this year, an even tighter set of regulations y� for operation in the �E50-470 �giz band was passed by the Federal Commun•� � � ications Co�ission. The purpose of the new rules is to provide more ' � ,. � . � s . ` ' -3- two-way radio channels. Because the need for radio channels is crucial, some of the new rules become effective on June 1, 1968; the remaining rules become effective on November 1, 1971. � t Specifically, by June 1, 1968, the Saint Paul Department of Yutlic Works must reduce the width of its radio channel to one-third its present width. To accomplish tlij.s, each transmitter �on the system , must be adjusted for a modulation deviation of ± 5 KHz (present modula- tion �deviation is t 15 KHz) . As a result of the transmitter modification, the audio output level from the receivers will be greatly reduced. � November 1, 1971, according to the new ruies, frequency stability By • - - of all transmitters on the Department of Public Works system will have � to be twice as good as they are at present. It is doub tful that any ' of the present equipment can meet the new frequency stability require- � ments. The new regulations of the Federal Communications Commission do have the advantage of providing for more radio channels and making � � new modes of system operation practl.cal. A type of operatj.on Chat has ' become very popular in the 1�2-174 MHz band --- the mobile relay mode � of operatian -- is now being encouraged in tne 450-470 MHz band by the establishmeut of frequency pairs�ir�-�the Federal Communications Commission. � Operation of a mobile relay system i.s as follows: A vehicle calls on one frequency. A receiver located at a site with high eleva- � tion and a high receiving antenna receives the mobile signal and feeds • it directly into a high-powered tzansmitter (also with an elevated :,� antenna) operating on a different frequency than the nobile transmitter. , Other vehicles then hear tlie car originating the radio message, not ou � the car's transmitting frequency, but on the high powered base repeater frequency.
