The estima.ted and final reports on costs, as furnished by;��the Depart- ment of Public Works, and the estimated and final assessment rates for the two improvements axe as follows: Pro3ect Prel.Est. This is considered a reasonable amount for a small project of this type. . The effect on the final assessment rate, however, was somewhe.t higher,.approxi.mately 8.8°fo. This is caused by the effect of an agree- ment entered into at the time, of the passage of the final order on this improvement whereby one party abutting this improvement agreed to pay two thirds of the total combined costs for the opening and grading of this street. This resulted in a difference from a straight line rela- tionship between costs and assessment rate. The final rate of $8.99 is within 10°� of the estima.ted rate a.nd very reasonable for this type of improvement. The average rate for similar type work performed in 1965 was $12.42 per assessable foot. The final costs for the sewer work were approximately 50� over the es- timate. The Department of Public Works ha.s i.nformed that these in- creases were caused by the follawing: 1. Areas of peat were encountered during the construction requiring removal and replacement with select material creating a pa,rtial increase in cost. 2. A catch basin which appeared adequate on visual inspec- tion prior to construction was found to be in need of � rebuilding. , ` -- � � •- � � ,% -2- The Depa.rtment of Public Works is of the opinion that the rebuilding of the catch basi.n referenced above, although included in the total cost of this project, shou].d not be assessed as this should be classed as a sewer ma.intenance item. The cost of this portion of the work was estimated at �400 and was charged to the I,ocal Improvement Fund. The balance of the total cost, amounting to $1,574.31, was assessed, re- sulting in a final rate of $6.28. This rate is approximately 10� over the estimated rate and very reasonable for this type of improvement. The average rate for sewer work in 1965 was $9.38 per assessable foot. I trust that the informa.tion above clarifies the costs and assessments on the referenced project.
