PAUL FOENCIL N�,. 2�-�U�� OFFICE OF THE CITY CLERK CIL R ON— L FORM PRESENTED BY COMMISSIONE ATF 6 �--, i REAS, The Ci o Saint Paul has had certain questions arise relative to payme of expenses by the City iri connection with the conduct of adjustment panels convened to hear disputes arising over eontroversies between employees of the City and said City, such adjustment panels being authorized pursuant to the provisions of M.S.A. 179. 57 ; and WHEREAS, It is the desire of this Cou.ncil to establish certain rules to be followed with reference to such future adjustment panels as may be convened so as to minimize the pro-. blems that may arise therefrom; now; therefore, be it RESOLVED, That this Gouncil hereby establishes� the procedures hereafter set forth to be followed in connection with any adjust– ment panel hereafter convened involving employees of the City: l. Free space mutually agreeable to the adjust– ment panel members, the City and the employee organization •r group involved shall be obtained for conducting any adjustmen.t panel hearing unless prior approval of this Council authorizing the rental of space for such purpose is procured; �2. The Commissioner of Civil Service, acting through the Civil Service Bureau, shall arrange �or secretarial service or other means of recording proceedings conducted before any such adjustment panel. If the employees' organization or group or an adjustment panel convened pursuant to the pro– visions of M.S.A. 179. 57 desire a different procedure or transcript before an adjustment panel, prior approval of this Coun.cil therefor shall first be obtained from said Council.
