6YHEREAS, the Legislature of the State of Minnesota has enacted
a law authorizing the City of Saint Paul to issue bonds to provide
funds to construct, reconstruct, remodel and equip a civic center
consisting of an exhibition hall, arena, concourses, parking facilities, .
auditorium and theatre, under Chapter 459, Laws of Minnesota for 1967;
and
jVHEREAS, there has been created, pursuant to Council File
No. 233895, approved June 14, 1967, a Civic Center Commission pursuant
to Laws of 1967, Chapter 459; and
WHEREAS, the City of Saint Paul, Council File No. 234691,
approved August 17, 1967, entered into an agreement with Convention
Center Architects and Engineers, Inc. for �the purpose of developing
and detailing plans for a civic center, said agreement having been
approved by the Civic Center Commission; and � _
WHEREAS, no bonds have been issued for the purposes which _
• are set forth in the Laws of 1967, Chapter 459; and
iVHEREAS, certain fees are now due Convention Center Architects
and Engineers, Inc. for the preliminaxy plans for the civic center;
and , -
WHEREAS, the Stadium Real Estate Fund No. 5410 of the Depaxtment
of Libraries, Auditorium, and Civic Buildings has a balance of $231,278.11
as of October 31, 1968; and �
WHEREAS, there axe no funds in the Civic Center Bond Fund
No. 7420 of the Department, of Libraries, Auditorium, and Civic Buildings
as of October 31, 1968; now, therefore, be it � �

RESOLVED, that the proper City officials are hereby authorized
and directed to transfer as a temporaxy loan the sum of $200,000.00
from Stadium Real Estate Fund No. 5410 to Civic Center Bond Fund No.
7420, conditioned that the Stadium Real Estate Fund No 5410 shall
be rei.mbursed in the amount of $200,000.00 plus interest thereon at
a rate not to exceed six per cent (60) per annum from the proceeds
of the first bonds sold under authority of Chapter 459, Laws of Minnesota
for 1967. -
