WHEREAS, there has recently been enacted by the State of .
Minnesota in Chapter 459, Laws 1967, legislation relative to the issuance
by the City of Saint Paul o£ bonds to provide funds to construct, re-
construct, remodel and equip a Civic Center consisting of but not
being limited to th e existing auditoriwn and theatre, the existing
axena remodeled to a new exhibition hall, concourses, new arena, and
associated parki.ng ramps sometimes hereinafter collectively referred
to as the Civic �Center; and
WHEREAS, said legislation in Section 1 thereof authorized
the issuance and sale by the City of Saint Paul of Three Million Dollars
($3,000,000.00) of general obligation bonds and said legislation in
Section 2 thereof �authorized the issuance and sale by �the City of additional
general obligation bonds in an amount not to exceed Ten Million Dollars
� ($10,000,000.00); and "
tiVHEREAS, Section 3, Subdivision l�f said legislation provides:
"The city shall have power to negotiate and to
obtain, and sha1L obtain, from responsible persons, firms,
, and corporations, non-cumulative guarantees in an
, aggregate amount not to exceed $150,000 annually for
: , �a period of ten years, commencing after one year of
�� � � • �, "- operation of the'axena portion �of the civic center, � - ""�°"
� which shall bind'each guarantor respectively to pay
� � his pro rata share of the annual principal and interest .
" � payments necessary upon the bonds authorized by
