Room 3 86 � City Hall �Dear Sir: , � This is written in response to the appeal of John Beck to relax the lot frontage and area requirements of the Zoning Code as they apply to property located on the west side of Erie Street between St. Clair 'Avenue and Grace Street. This property is described as Lot 28, Stinson's 'Subdivision of Block 3, Stiison, Brown � Ramsey's Addition to Saint Paul. . The applicant proposesjto convert a vacant church to a two-family �dwelling. The. �oning Code requires, for this use, an area of 6,000 'square €eet i.n "B" Residence districts. The site has an area of 4,600 square feet and a frontage of 40 feet and is, therefore, short by 1,400 square feet and 10 feet shoit in lot frontage. This matter was considered by the Board of Zoning at a public hearing held on October 3, 1968 and �October 17, 1968. Recently, my wife and I put Earnest Money on an old church at 275 Erie Street. First, I would like to stress the fact that I put � I " subject to zoning la�as regarding a duplex or a multiple dwelling" in the I Contract, so I don't have to buy the church. , This is my problem - the Ihurch has become a kind of dream to us. It's all • we think about f rom morning tolnight. We have drawn plans to make it into a duplex. �e have had a dozen men in to estimate the electric wiring, plumbing, cabinets, � . linoleum, and so forth. We have figured out how, much lumber costs, doors, windows, � evlerything. , Two days ago, I called the City Architect�s Office for a building permit. Al1 � � i of a sudden, we were brought to a screeching halt. It seems the zoning laws will i i not pezmit a duplex on a 1�0 foot lot. � I must make clear - this is an old, old neighborhood. The neighbors are all � � . for up-grading any part of that block. It seems to me that the City Planning Board would be glad to see this area up-graded and the old church would �ust deteriorate if nothing is done. The woman that owns the lot hasn't any money so she can't fix it� up. We estimate the value of the building to be in the neighborhood of �20,000.00 when we finish it. I � I In essence, we would like the f rontage and area requirements relaxed to 1�0 ft. I Aocording to the zoning map, this area is already zoned for a duplex.
