THE COUNCIL OF, THE CITY OF SAINT PAUL DOES ORD.AIN:
Section l . That Chapter 325 of the Saint Paul Legislative
Co,de be a.n.d the sa.me is hereby a.mended by adding a section to be
de�signated as 325 .08 as follows:
� 325 .08. RULES AND REGULATIONS. The City Health Officer
shall make such rules and' regulations as are reasonably necessary
to; the safe a.n.d sa.nitary, operation of Pet Shops. Such rules a.n.d
regulations shall be effective when filed in the office of the
Ci�ty Clerk an.d a,mendments thereof shall be effective twenty (20)
days after being so filed. Violations of such regulations shall
.be a misdemeanor and upon conviction shall be sufficient grounds
for revocation of any and all licenses issued pursuant to this
C�apter. -
� Section 2. This ordinance shall take effect and be in force
thirty (30) days from and after its passage , approval an.d
publication. �

REGliLATIO� 1 . FACILITIES AND OPERATI0IS STAIDARDS •

• 1 . Structural Stren I�li - Housulb facilities slzall be structurally
' sound ar_d shall bc: maintained ir. good repair to protect the
aniinal from injury and to preclude its escape.
. . 2. Storage - Animal f.00d shall be stored in a manner to prevent
• it from becoming a source of food for rodents and other verinin.
3. Heating - Indoo�r housing facilities shall be sufficiently heated
• when necessary to protect t�ie animals from cold, and to provide
for their health and comfort. The ambieiit temperature shall
• ' not be allo«ed to� fall belo�v 50° F.

� 4. Ventilation - Housin� facilities shall be adequately ventilated to
` � provide for the health ancl comfort of tl� animals at all times .
Such facilities shall be provided �vith fresh air either by means of
windo�vs, doors, vents, or air conditioning and shall be ventilated
• � so as to minimize drafts, odor, and moisture condensation.
Au�iliary mechanical ventilation shall be provided when the ambient
° temperature is 85° F. or higher,
� . 5. Lighting - Housing facilities s�iall have ample light, by natural or
artificial means, or both, of good quality and �vell distriUuted.
� There shall be sufficient light intensity to permit routine inspec-
• ' ions and cleaning procedures . ,
. b, Interior Surfaces - The interior housing facilities shall be con- .
• structe and maintained so that they are substantially impervaous
: � to moisture and may be readily cleanecl and sanitized.
' 7 . Drainage - A suitable method shall be provided to rapidly eliminate
, excess water from housing facilities .
8 . Cages - Cages shall be structurally sound and maintained in good •
. ' repair to protect�animals from injur�y, to contain them, and to keep
� � _. predators out. They shall be construc�ed and maintained to provide
a clean and dry enclosure. Cages shall be constructed and maintain-
� ed to allo�v animals therein convenient access to clean food and water.

. � 9. Caoes For Cats '- Each cage shall contain a receptac�e containing
' sufficient clean litter to contain e�creta. In addition each ca�e shall
be provided �,vith a solid restinb surface or surfaces, vvhicli in the
� aggregate, shall be of adequate size to cornfartable ho�d 211 occupants
• therein at the same time . Resting surfaces required in cage housin�

10. Protective Devices - Animal cage sides exposed to the general public
. shall be provided �v�th suitable protective dezrices to prevent direct

� 11 . Cage Space Requirenzents � Cages sliall be construci:ecl and maiiz-
tained so as i:o provide� suf.ficient space to allo�v each animal to turn
� about freely aiid to easily sta�zd, si� a-r.d lie in a comfortable noxmal
position. In acldi�ion each adult cat shall be provided a minimurn of
2 1/2 square fe�et of floor space. Not moxe than 12 cats shall be
housed in Lhe same �enclosure. �

REGULA!'IO�T 2. ANIMAL HEALTH

A, �FEEDING - Animals shall be fed at least once each day. The food shall be
�free from contamination, wholesome, palatable, and of sufficzent quantity
�and nutritive value L-o meet the normal daily requireznents for the condition
{and size of the animal. �

B,� WATERING - If potable water is not accessible to animals at all times,
potable liquids shall be offered to such anima.ls at least t«ice daily for
periods of not less than 1 hour.

C, FOOD AND WATER RECEPTACLES - These xeceptacles shall be kept
clean. ' �
D. CLEANIl�TG - Excreta, spilled feed and �vater shall be removed from cages
as often as necessary to prevent contaminatio�z of the animals therein ar_d Lo
reduce hazards and odors. -
E. SANITIZATION OF CAGES - Cages shall be cleaned and sanitized at least
once every 2 weeks. Cages shall be cleaned and sanitized prior to their use
by newly arrived animals.

F.� ACCEPTASLE METHOD�OF CLEANING AND SANITIZNG - Cages and
� rooms may be cleaned by washing them �vith hot water (125° F. ) and soap
or detergent follo�ved by a safe and effective disinfectant. Any other pro-
cedure approved by the Healtli Officer may be ttsed, .
G. DISEASED , I�JURED , LAME, OR BLIND - These animals shall be kept
. separate and apart from ,all other normal appearing a.�iimals. Diseased or '
injured animals shall be provided with adequate medical care.
REGULATION 3. HOUSEKEEPING

B�. P.EST CO�iTROL - An effective program for the control of vermin on the
� premises shall be established and maintained. �

C�. WASTE DISPOSAL - Provisions shall be made for the removal and aisposal
of animal and food �vastes, beddin�, dead animals, and debris. Dispo,sal
facilities shall be so provided and operRted to pre�;ent a nuisance condition,to
minimize vermin infestation, odor, and disease hazards,
