Preliminary and Final Plat Approval for Bridgecreek Senior Place
WIiEREAS, Bridgecreek Senior Place Limited Partnership, Zoning Pile # 04-064-017 has submitted for City Council
approval the attached preliminary and final plat for subdivision of property at 1145 Hudson Road to create two blocks,
Block 1 with one lot and Block 2 with rivo blocks to provide for the development of a 160-unit senior apartment
building; and
4VHEREAS, the appropriate City deparhnents have reviewed the plat and found, subject to the recommended
condirions, that it meets the requirements of Chapter 69 of the Zoning Code; and

WHEREAS, notice of a public heazing before the City Council was duly published in the official newspaper of the
City and notices were mailed to each owner of affected proper[y including all property situated within 350 feet of the
subject properiy; and
WHEREAS, the City Council held a public hearing on the proposed plat on August 25, 2004, where all interested
parties were given the opportunity to be heard and the Council considered all the facts and recommendations
concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached preliminary and
final plat for Bridgecreek Senior Place at 1145 Hudson Road subject to the condition that the applicant shall
file a copy of the Council Resolution approving the plat with the Ramsey County Recorder's Office.

E. ZONING CODE CITATION: §69.301 states that platting is required when a subdivision
requires paved streets, alleys and other public improvements. §69.406 provides criteria for
review of subdivision applications. These criteria are covered below under "Required
Findings."
F. HiSTORYiDISCUSSION: In 2001 (Zoning File # 01-221-143) this property was rezoned from
R4 and B1 to RM2 for the development and operation of senior residential units. The Board of
Zoning Appeals in 2003 (BZA #-03-318-949) approved three variances, as foilows: (1) 60 on-
site parking spaces, in lieu of the required 240 spaces, for a variance of 80 spaces; (2) a
density of 430 zoning rooms, including 42 one-bedroom apartments and 118 two-bedroom
apartments, in lieu of the allowed density of 349 zoning rooms, for a variance of 81 zoning
rooms; and (3) setback of 5 feet at the northwest corner of the site, in lieu of the required 25
feet, for a variance of 20 feet. LIEP approved the site plan for the project in 2003 (#03-288-
953 SR). The HRA Board of Commissioners on April 23, 2003, approved a devefopment
agreement with the appiicant that, in part, stipulates the senior apartments wiil be constructed
on the area that wiii be platted as Biock 1, Lot 1, while the remainder of the property wiii be
deeded back to the City and wili not be developed. That portion of the propefij is the site of
the Hastings and Wakefieid dumps created by the City.
G. DISTRICT COUNCIL RECOMMENDATION: None received.

H. REQUIRED FINDINGS: § 67.406 of the Zoning Code requires that all of the following imdings
shall be made prior to approvai of a subdivision: �
1. All the appficable provisions of the Legislative Code are complied with. City staff have •
reviewed the proposed plat and have determined that all applicable provisions of city
codes are met.
2. The proposed suBdivisio� wili not be detrimental fo the present and pofential surrounding
land uses. The proposed plat is consistent with the surrounding land uses, and wili not be
detrimental to present and future use of surrounding land. The orientation of the proposed
use of the land is towards the south, which is Interstate 94 right-of-way. To the east is
Johnson Parkway. To the north and west are single-family homes_ The senior apar[ment
building will be developed on Block 1, Lot 1, of the proposed plat. The remainder of the
site, Lots 1 and 2 of Bfock 2, will remain undeveloped and be open space; this portion of
the site is the location of a former Hastings and Wakefield dump sites created by the City.
Under the deveiopment agreement between the applicant and HRA, the City will take fitle
fo Biock 2, Lots 1 and 2, after the plat is recorded.
3. The area surrounding fhe subdivision can be planned and developed in coordination and
compatibility with the proposed subdivision. The area surrounding the proposed plat is
aiready developed and compa6ble with the proposed plat.
4. The subdivision is in conformance with the comprehensive plan. The subdivision is in
conformance with the land use chapter of the comprehensive plan, which calls for
residential use of the site. it also conforms with redevelopment plans for the area.
5. The su6division preserves and incorporafes the sife's important existing natural features
whenever possib/e. The site is in a fully-developed part of Saint Paul with no remaining
natural features. �
6. All land intended for building sites can be used safely without endangering residents 6y
peri! from floods, erosion, continuously hig'r, >vater table, severe soil conditions or o%her
menace. The site is generally flat. The devaiopment agreeme�t between the apYi:: ant
and the HRA provided funding for soii remediation for that portion of the site to be
developed with senior apartments. The remainder of the site cannot be remediated and
will remain vacant open space.
7. The subdivision can be economically served with public facilities and services. The
subdivision can be economiqlly served with public facilities and services from surrounding
streets.
I. STAFF RECOMMENDATION: Based on required findings 1 through 7, stafF recommends
approval of the finai plat for Bridgecreek Senior Place in the area bounded by Hudson Road,
Johnson Parkway, Euclid and Frank, subject to the condition that fhe applicant shall file a copy
of the Council Resolution approving the plat with the Ramsey Counfy Recorder's Office.
