WHEREAS, in accordance with Sed+on 10 of the City Charter, Mayor Ke1ty presented to the City Council on August 12, 2004 the
Mayors proposed budget, with said recommended budgets totaling $492,976,843 before subt2cting out'Yransfers to and transfers from
funds" and "subsequent year debY`, and totaling $424,561,651 after netting out'Yransfers to and transfer from funds" and "subsequent
year debt"; and
s WHEREAS, the Mayor did recommend, as part of the comprehensive 2005 financing ptan for the City of Saint Pauf, that the 2004 net
7 property tax levy payable in 2005 be $63,983,263, which includes the levies for City Operations and Debt and the Port Authority, as detailed
e below. In coordination with a proposed reduction in the separate levy by the Port Authority, the Mayor's recommended net tax levy (before
s fiscal disparities distribution levies) does not cause any increase in the property tax levy within Saint Paul.

NOW, THEREFORE, BE IT RESOLVED, that in accordance with Minnesota Statutes, Section 275.065 Subdivision 1, the City Council, after
considering the Mayor's recommendations, but absent public hearings on the Mayors budget proposal, does hereby accept the budgets
for fiscal year 2005 as proposed by the Mayor, as constituting the proposed budgets for the City of Saint Paul; and be it
FURTHER RESOLVED, that in accordance with the same referenced statute, the City Council, as a taxing authority, and after considering
the Mayor's recommendation for property tax levies, including the request of the Port Authority, does hereby certify to the Ramsey County
Auditor that the portion of the proposed maximum tau levy for the City of Saint Paul for City Government and the Port Authority for taxes
payable in 2005 (for use in calculating the Truth-In-Taxation notices to be mailed in November of 2004) as follows'

Pursuant to sections 6.07, 6.08 and 6.09 and the City Charter, I am vetoing Council File 04-870.
As I stated in my letter to the Council on Tuesday, September 7, 2004, my 2005 budget proposal provides the
necessary resources for our city to maintain its safety, livability, and affordabilily.
Public safety continues to be the number one priority in my budget. I have proposed a budget that maintains
and improves on ow ability to achieve the public safety outcomes our citizens expect.
My budget also maintains our current stock of library and recreation facilities, while providing for the
opening of two new state of the art facilities The Como Visitor and Education Resource Center, and the
Rondo Community Library.
This budget is also affordable. It reflects strong fiscal management and uses revenue measures that are most
fair and in the best long term interest of the city. This allows us to be both welcoming to new residents and to
attract and retain good paying jobs in our community.
We have made great progress over the last 11 yeazs to maintain a high level ofpublic services, while
reducing the ta.x burden on our residents and businesses. The 2005 budget must not derail that progress.
There is no need to increase the property tax levy in 2005; in fact to do so would unnecessarily burden the
taspayers and jeopazdize St. Paul's economic competitiveness.
I will not allow the taYpayers of St. Paul to be vulnerable to a tax increase for the sake of flexibility. The City
Council has had almost a month to review my proposed budget and they have not communicated to me
concrete needs that are not being met within the context of the current tax levy.
I remain committed to a continued dialogue with the entire City Council as we work towazds a successful
adoption of the 2005 budget.
