REAS, it is the policy of this locality to eliminate
substandard =and other inadequate housing, to preven� the spread
of slums a.n.d blight, and to realize as soon as feasible the goal
of a decent home in a suitable living environment for all of its
• citizens; and

'` WHEREAS, under the provisions of the United States Housing
Act of 1937, as amended, the United States of America, Housing „
Assistance Administration (hereinafter called the "Government" )
is authorized to provide financial assistance to local public .
housing agencies, for un.dertaking and carrying out preliminary
planning of low-rent housing projects that will assist in meeting
this goal; and
WHEREAS, the Act� provides that there shall be local deter-
mination of need for low-rent housing to meet needs not being
adequately met by private enterprise and that the Govern.ment
shall not make an.y contract_ with a public housing agen.cy for pre-
liminary loans for surveys and planning in respect to a.n.y low=
rent housing projects unless the governing body of the locality
involved has by resolution approved the application of• the public
housing agency for such preliminary loan.; a.n.d '
,_ WHEREAS, the Housing and Redevelopment Authority of the City
o� Saint Paul; Min.nesota (herein called the "Local AuthorY`t"y")' is
a public housing agency and is applying to the Government for a
preliminary loan to cover the costs of surveys and planning in ,
con.nection with the development of low-rent housing; . ''

Attached to said Resolution is the application of the H�using and Redevelopment Authority
to the Housiag Assistance Administration for an additional 800 units of elderly housing
and 150, units of family housiag (which will be in the latter category primarily directed
to new purchased and .leased housing).
The application of the Authority is addresaed itaelf to a short-term need of two and
one-half years tawards the needs of the City of Saint Paul to handle low•rent housing,
particularly in the elderly field and also in the family field. This estimate is based
upon applications on hand, estimated applicaCions for the next two and one-half years,
relocation workload, offsets bq eaisting housing, construction underway in public
housia� (both elderly and familq), and the leased housing program.
Existing applications for elderly are in the number 1,270. If the Authority is to
discharge its duty towaxd these aud handle oa its estimated new application basis, we
W ill be 800 units short in the next two and one-half yea.rs of the needs to supplq
decent, safe and �anitary houaing to elderly people of low incaane. This estimate in�
cludes a11 new conatruction and all existing houeing. In the area of family needa
over the next two and one-half years, we estimate a reservation request of 150 unita,
which will be involved with the purchase of homes within the coaimunity and the lease
of esisting rental units within the comsunity for its entire amount.
The 800 units requested will be new conatruction, turakey and normal Houaiug Authority
construction. The 150 familq units would be provided by approgimately 50 units of
new construction, Authority sponaored by turnkey or otherwise, and approximately 100
units by purchase and rehabilitation of exiating housing stock.
The enclosed "Application For a Low»Rent Public Housing Program"� dated October 16, 1968,
and its attached Addenda and supplemental documentation are presented in support of
the Authority's conclusions and does establish, we believe, the necessitq for the
program reservation requested.

Land and building cost limitations will exclude some neighborhoods from consideration.

On this sheet prrnride information suPple�entary to that which may alreac3y have
been pravided by the cc�unity in its application to HUD for certif ication or
recertification af a Workable Program for Cca�unity Improvement. Specifical].y,
' supply supplementaxy inf ormation as to the -following:
(1) Other low-rent ha�using progrems that yau or the ca�ununity are planning to '
request within the next five years. For exffinple: the rent supplement, '
Section 221(d)(3), Section 221(h), and Section 231 housing programs
� administered by the Federai Housing Administration; and the :Section 202 •
program administered by the Hausing Assistance Administration.
Several local non-profit groups have formed for the purpose of sponsoring
the development of low-rent housiug in the co�minity, and more particularly
within the Suusnit-University Renewal Area. The l�uthority. is working with �
these potential developers. in an etfort to effectively relate their
objectives to the housing needs of the community and the requirements of •
the Authority. Project planning for this area is nearing completion,
. with an advance acquisition program presently under way..�
Included in the Sua�it-University project is a rehabilitation demonstration
program to create hame ownership opportunities for 100 low-income purchasers
� through the 221(h) program. The,Authority is also exploring other means ' '
of providing law-renC housing throughout the crosnunity unde'r private owner-
ship.
(2) Loca1 studies of the ca�unity made by universities or private grrnzps ,
which contain pTa.ns a.nd programs re�ating to low- and moderate-inccme
families. Please identify the atudies.
„ Numerous neighborhood studies have been performed for the community, -
mainly by local universities. However, none of these contain specific
reco�endations with respect to plans or programs for housing of low and � '
moderate income familiea. •
These studies are primarily intended as physical and social profiles to
sid in the identification of problem areas and in the structuring of -
programs to deal with them.

?� This Program includes 150 single family units on scattered sites. Based upon our exper-
ience under the Minnesota 1-20 Direct-Acquisition Program, we anticipate no significant
difficulty in acquiring or constructing public houaing in any suitable neighborhood.
Land and building coat limitations will exclude some neighborhoods from consideration.
Our experience with elderly housing construction would also indicate no anticipated
difficulties with this Program.

(1) Other low-rent hausing programs that you or the cc�unity axe pla.nning to
request srithin the next f3ve years. For example: the rent supplement,
Section 221(d)(3), Section 221(h), and Section 231 housi.ng programs
administered by the Federal Iiousing Administration; a.nd the Section 202
, pro�am administered by the Hauaing Assistance Administration.
Several local non-profit groups have formed for the purpose of sponsoring
the development of low-renC housing in the co�unity, and more particularly
within the Summit-University Renewal Area. The Authority is working with
these potential developera in an effort to effectfvely relate their
objectives to the housing needs of the comu:unity and the requirements of
the Authority. Project planning for this area is nearing completion,
with an advance acquisition program presently under way.:�
Included in the Summit-University project is a rehsbilitation demonstration
program to create home ownership opportunities for 100 low-income purchasers
through the 221(h) program. The Authority is also exploring other means
of providing lo�ti-rent housing throughout the co�nunity under privaCe owner-
ship.
(2) Local studies of the cce�mmunity made by universities or private groups
which contain pla.ns a.nd pro�rams rela.ting to low- and moderate-inccme
families. Please identif'y the atudies.

Numerous neighborhood studiea have been performed for the co�uunity,
mainly by local universities. Ao�ever, none of these contain specific
reco�endations with respect to plans or programs for houaing of low and
moderate income families.
These studies are primarily intended ae physical and social profiles to
eid in the identification of problem areas and in the structuring of
programs to deal with them. ,
