WHEREAS, Neighborhood Housing and Properiy Improvement (NfIPn has requested the City
Council to hold public hearings to consider the advisability of revoking the rental registration certificate
for a duplex rental property located at 1146 Edgerton Street and registered to Kimberly Golden and
WFlEREAS, on May 20, 2004, NHPI conducted an inspection of said property and issued
Correcrion Notice for basic facilities with a compliance deadline of May 25, 2004; and
WHEREAS, on May 26, 2004, NHPI conducted a reinspection of said property and found lack of

compliance with the previous order; and
WHEREAS, on June 2, 2004, NHPI sent the holder of the rental registration certificate far the
subject property, Kimberly Golden, a$50 excessive consumption bill, addressed to 2328 Sheridan
Avenue North, Minneapolis, MN 554ll the address on said certificate; and
WHEREAS, as of August 3, 2004, said $50.00 has not been paid, and Legislative Code §51.06
(a) (v) provides that non-payment of fees for excessive consumption is grounds for certificate
revocation; and
WHEREAS, on June 2, 2004, NHPI notified Kimberly Golden of the need to arrange an interior
inspection of the subject property; and
WHEREAS, as of August 3, 2004, an interior inspection has not been arranged, and Legislative
Code §51.07 (a) (iii) provides that the imposition of an excessive consumption fee is grounds for an
interior inspection; and
WHEREAS, on August 6, 2004, NfII'I sent Kimberly Golden the proper Notice of Intent to
Revoke Rental Registration (copy attached); and
WHEREAS, Kimberly Golden has not appealed said notice and the time for filing an appeal has
expired; now therefore
BE IT RESOLVED, that based on the foregoing, the Saint Paul City Council hereby adopts the
following findings and order concerning the subj ect properry at 1146 Edgerton Street.
That the subject property is a duplex rental properiy that is required to be registered with
the City's Rental Registration Program.

_ 2. That the holder of the Rental Registration Certificate for the subject property is Kimberly
Golden.
That said certificate hoider has been billed for excessive consumption of code inspection
services, which has not been paid.

That said certificate holder has been requested to allow an interior inspection of the
subject property, which has not been arranged.

That the notification requirements of Chapter 51 haue been fulfilled and the time for an
appeai has expired without an appeal being made.

The Saint Paul City Council hereby makes the following order:
The above-referenced Rental Registration Certificate issued Kimberly Golden for the
duplex rental property at 1146 Edgerton Street, Saint Paul, MN is hereby revoked.

It is further ordered that a copy of this resolution be mailed to Kimberly Golden.

I am writing to you in your capacity as the holder of a rental registration certificate for 1146 Edgerton Street,
St. Paul MN.
You are hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul Legislative
Code, of the City's intent to revoke the re�stration certificate for 1146 Edgerton Street based on the following:

Once the City Council has revoked the rental registration certificate, occupancy of the property is not allowed
until (1) an inspection by Neighborhood Housing and Property Improvement (Nf�n has been conducted, (2)
the Director of NHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a properry without a certificate is a misdemeanor.
Please call me as soon as possible to arrange a meetin� to discuss how to correct this situation before the City
Council acts to revoke this certificate. If all issues are addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
