Section l. That the Zoning Code, Chapters 60 to 64, inclusive,
o� the Saint Paul Legislative Code, pertaining to Use Districts�
Height Districts and Rezoning of certain properties in the City of
Saint Paul, as amended, be and the same is hereby further amended so
as to rezone the following described property from "B" Residence
District to "C" Residence Distriet, to--witc
Lots 1, 2, 3 and 4, Block �, Gilbertts
' Addition, except that part of Lots _1 and
2 taken for highway right--of.-way;
situate on property located at the •southwest corner of Hewitt Avenue
and Dunlap Street in the City o� Saint Paul.
Section 2.� This ordinance shall take effect and be in force
thirty (30) days from and after its passage, approval and publication.

Dear Sir: �
This is written in response to the petftion of Gerald J. Okoneski �'
to rezone from "B" Residence to "C" Residence property located at the
southwest corner of Hewitt and Dunlap. The property is described as
Lots l, 2, 3, 4, Block 2,_Gilbert's Addition, except that part of
Lots 1 and 2 taken for highway right-of-way. The reason for the
rezoning is to allow development of two 6-unit apartment buildings
on the site.
This matter was considered by the Board of Zoning at a public
hearing held on August 15, 1968. The staff reported that area uses
are: west and south, single family; east, open space part of Pierce
Butler right-of-way; northwest, across Hewitt Avenue, vacant; and
north, across Hewitt Avenue, industrial. 'I'fie�ea south of Pierce
Butler is zoned "B" Residence, except for the block bounded by Griggs
Street, Hewitt Avenue, and Pierce Butler. This block and the area
north of Pierce Butler is zoned Light Industry. The Comprehensive
`Plan� recommends one and two-family for the site and for the area south
of Pierce Butler.
Mr. Okoneski spoke in behalf of his petition. He said that the
lots are not condueti�e to single family use because they front on

� 1238 Seminary, spoke -in opposition to�the rezoning citing the increased
traffic and parking. Mrs. L.' McDonald, 1186 Hewitt, also spoke in
opposition. � .
It was the findings of the Board that the rezoning to "C" Residence
be denied because the proposed rezoning would be "spot" zoning and the
one and two-family character of the area is well established. Therefore,
the Board of Zoning recommends denial of the petition to rezone from "B"
to "C" Residence.
