The Housing and Redevelopment Authority budget for the Calendar Year 1969 in amount of $250,000.00 for redevelopment purposes and $25,000.00 for relocation purposes was approved by your Honorable Body on October 1, 1968 (Council File No. 240457) , with levy of one mill and one-tenth mill respectively for these purposes. � ' , The Authority's 1969 redevelopment budget included $165,000.00 interest payment by the Authority on City issued Urban Renewal Bonds. The Comptroller�s 1969 budget includes an interest payment from the Authority's Redevelopment tax levy in amount of $252,812.50, , or $87,812.50 more than the Authority's budget figure. Unless other action is taken, � this deficit must be covered by deletion of two other Authority budget items, one in i amount of $26,982.00, an Authority contribution towards the City's share of the Model � Cities planning budget, and the other in a.mount of $65,000.00 for planning of the City's ' � Better Neighborhoods Program. i In order that the i.ntegrity of the City's bonded indebtedness be preserved, and that the ; Model Cities and Better Neighborhoods Programs planning be carried out in 1969, the Authority respectfully suggests and requests that the Council take the following actions: 1.) Rescirri Council File No. 240457, and approve and adopt an Authority � budget for redevelopment purposes in the amount of $273,000.00 (being one mill on the estimated $273,000,000 assessed valuation with adjustment for untaxed personal property as authorized by Minnesota Statutes Section 272.64 and adjustment for homestead exemptions on real property as authorized by Minnesota Statutes Section 273.13 Subdivisiom 7a) with appropriate ad valorem tax levy and certification to the County Auditor). I ' , � ' , RES OLUTION N0. 68-10/9-,3 RESOLUTIOPd APPROVING AMENDED REDEVELOPi�1ENT BUDGET FOR THE YEAR 1969 AND LEVYING A REDEVELOFMENT TAX OF ONE MILL UPON THE TAXABLE VALUATION OF ALL PROPERTY REAL AND PERSONAL WITHIN THE CITY OF SAINT PAUL, MINNESOTA WHEREAS, by its Resotution No. 68-8/8-7, adopted August 8, 1968, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota to adopt a redevelopment and relocation budget for the Calendar Year 1969 and did levy certain taxes incluc�ing a tax of one mill of taxable valuation of all property real and personal within t�e c�ty of Saint Paul, Minnesota, all in accordance with the provisions of Minnesota Statutes, Section 462.545, Subd. 6; and , WHEREAS, said Budget was predicated upon the payment by the Authority to the City of Saint Paul of the sum of $165,000.00 towards the debt service on Urban Renewal Bon�s issued by the City of Saint Paul and the Comptroller's Budget for 1959 increased this figure to the sum of $252,812.50; and WHEREAS, it is necessary for the Authority in order to make such payment to assess one fill mill taxes as authorized by Minnesota Statutes Section 462.545, Subd. 6, with adjustments as authorized for non-ta�ced personal property by Minnesota Statutes Section 272.64 and with adjustment for Homestead exemptions on real property as author- ized by rlinnesota Statutes Section 273.13, Subd. 7 {a) and to increase its redev�lopment budoet from $250,000.00 to a fu11 one mill or $273,C00.00. 'The Comvtraller's 1969 B�doet carried a lin.e item in the ar.iount of $252,812.50 on this account, leavino in effect 2 deficit in the Authority budget for 1969 of $87,812.50.. On October 4, 1968 the City Council izformally approved two steps by, which the Authority could handle this. deficit. The first ���ould be to increase the Authority's Redevelopment Budget to the maximum amount authorized by la�•�, namely, $273,000.00, being one full mill upon the $273,000,000.00 assessed valuation of all real and personal property within the City of Sain*_ Paul; and, secondly, directing the Authority to subsequently request formal Council approval to reduce the escrota redevelopment �ax reserve heretofore escrocaed by the authority to the benefit of the City a�ainst the City's undertalcino to repay the Temporary Loan Notes in connection ��ith the Su�unit-University Ea?-ly Land Acquisition program in the amount of $67,624.00 to offset the balar_ce of the defzcit above recited.
