1 WHEREAS, through the efforts of the City of Saint Paul("City"), the Minnesota Wild
2 ("Wild"), and many others who support the City and the Wild, the National Hockey League
3 ("NHL") selected the Xcel Energy Center and the Saint Paul RiverCentre to host the 2004 NHI�
4 All-Star Weekend, February 7-8; and
6 WHEREAS, the NHL All-Star Weekend draws attention to Saint Paul and its facilities in
7 the media, the business community, and the public generally, both locally, nationally, and
8 internationally; and
10 WHEREAS, the NHL All-Star Weekend provides a an exceptional opportunity for
11 elected officials to promote Saint Paul and its facilities thereby stimulating business creation, job
12 development and civic pride; and

WHEREAS, the NHI. has offered the City the opportunity for elected of5cials of the City
to attend the NIIL All-Staz Weekend at a cost of $250.00 dollazs each; and
WHEREAS, attendance typically includes visits to private suites and offers of incidental
food and beverages.
NOW THEREFORE, BE TT RESOLVED, that the City Council declazes that attendance
by elected officials at these events to engage in activities to promote the City's interests serves
the public purpose of supporting and showing commihnent to a major asset of Saint Paul,
promoting further development and comxnitment in Saint Paul, and further enhancing Saint Paul
as a place to live, work, and visit; and

RESOLVED, that the City of Saint Paul, hereby gratefully aclmowledges and accepts the
offer of tickets and incidental food and beverages, and appropriates them for use by the proper
City elected officiais for the public purposes stated above; and
FTNALLY RESOLVED, that the elected o�cials may use public funds already
appropriated to their respective expense accounts to pay the cost of tickets and incidental food
and beverages, provided however that no public funds may be expended for tickets or expenses
of anyone but the elected officials.
