RESOLUTION REQUESTING STATE PARTICIPATION IN THE CONSTRUCTION OF
TRAFFIC SIGNAL AT STATE TRUNK HIGHWAY 51 (MONTREAL AVE.) AND EDGECUMBE
RD./HAMLINE AVENUE IN SAINT PAUL
WHEREAS, the City of Saint Paul is proposing to construct a Semi-Traffic Actuated Traffic
Control Signal System and complete related work at the intersection of State Trunk Highway 51
(Montreal Avenue) and Edgecumbe Road/Hamline Avenue; and
WHEREAS, the State of Minnesota Department of Transportation participates in the funding of
Traffic Signal construction based on standard reviews, ratios and perceived benefits to the State
owned roadways; now, therefore, be it
RESOLVED, that the City of Saint Paul hereby requests the State of Minnesota Department of
Transportation participate in an equitable manner in the cost of the construction of said Traffic
Signal system.

St. Paul Public Works has completed a study that indicates a Traffic Signal is justified at the intersection of Montreal Ave.
and Edgecumbe Rd.lHamline Ave. The intersection meets signal warrant no. 2, four hour vehicle volume. The City wishes
to enter a funding agreement with the Minnesota Depmartment of Transportation.
ADVANTAGESIFAPPROVED
Instailation of a traffic signal at the intersection wili benefit drivers by improving the operation of the intersection. The
intersection is currently controlled by a two way stop. The signal and curb ramps wiii also improve pedestrian safety at the
intersection. The Traffic Control interconnect will improve traffic progression on Montreai Ave. from Snelling Ave. to W. 7th
