W HEREAS, The Minnesota Department of Transportation is constructing a street lighting
system on McKnight Road at Interstate 94 and Old Hudson Road; and
W HEREAS, The City of Saint Paul and the Minnesota Department of Transportation staff have
negotiated terms and conditions for the future operation and maintenance of the proposed lighting
system; and
THEREFORE, BE IT RESOLVED, that the Director of Public Works and the City Engineer of
the City of Saint Paul are hereby authorized to execute Minnesota Department of Transportation
Highway Lighting Agreement 86962M and any amendments, and thereby assume for and on behalf of
the City of Saint Paul all of the contractual obligations contained therein.

NRIATING PROBLEM, ISSUE, OPPORTUNIN(WHO, WHAT, WHEN, WHERE, WFi1�:
The Minnesota Department of Transportation (MNDOT) is in the process of roadway reconstruction in the area of Interstate
94 and McKnight Road. As part of the reconstruction, additional street lighting will be installed on McKnight and Old Hudson
Road in order to provide proper light levels to vehicular and pedestrian tra�c. Under the agreement MNDOT is constructing
and financing the upgraded lighting system. The City of Saint Paul would be responsible for maintenance and energy costs
of the lighting system.
Local roadways will be upgraded to proper light levels as per City policy.

Minor increase in energy costs as a result of additional lights. Costs to be absorbed in to current operations budget.
If Maintenance agreement is not approved, the lighting system may not be properly maintained creating liability issues for
the City.
