WHEREAS, The Council of the City of Saint Paul, pursuant
to resolution, C. F. No. 237806, authorized and directed the proper
City officials to execute, on behalf of the Ci:ty, agreement for� •
Public Works Plan Preparation, Contract No. H(402)-3052, between
the United States of America, Department of Housing and Urban Develop–
ment, and the City of Saint Paul pertaining to an advance by said
department of an amount not to exceed Forty–One Thousand Four Hundred
Dollars (�41,400.00) to aid the City in financing its costs for
preliminary and final plan preparation for the construction of a
Civic Center Concourse over Fourth Street; and
WHEREAS, The scope o:f�'such project has been changed and the
