The attached resolution is submitted to the City Council by the Civil Service
�%Bureau in accordance with Section VI B, Section VI C, and Section VI D, of
Ordinance No. 6446, which sections are commonly referred to as the Salary Formula.
There is no report regardin.g 5ection VI D since this section provides that a survey
of industry be made every third year commencing in 1967. Therefore no survey was '
made in this year of 1968. The survey in this section concerns all occupational groups
except the Fire and Police. Section VI C provides that a survey of the maximum
salaries of patrolmen in the ten communities with the highest populations i.n Ramsey, '
Hennepin, Washington, Dakota, and Anoka Counties be made by the Civil Service Bureau.
The maximum salaries of Patrolmen in such communities, taking the salaries of five
of these communities paying the highest patrolmen salaries, shall be used to indicate
the percent of increase in the maximum salaries of the Patrolmen of the City of
St. Paul. Originally the salary formula provided that this survey be made every
third year. However, this was amended by the Council so that it is now provided that
this survey be made every year. The reason for this is that patrolman salaries are
adva.ncing unusually rapidly and in order to �eep pace, an annual survey is indicated.
The Civil Service Bureau is reporting to the Council in accordance with this
section that the salaries for the Fire and Police Occupational Groups be increased
4. 9% in accordance with this survey.
Section VI B of the Councills Salar� Ordinance provides the formula for
determining the per cent of increase for all of the occupational groups including the
Fire and Police. This report by the Civil Service Bureau is required each year and
indicates the change as determined by the Bureau of Labor Statistics charts in their
Rate Surveys for Minneapolis and St. Paul, and their National Survey of the Profes-
sional, Administrative and Technical positions. This section directs the Bureau to
report on the per cent of increase or decrease of the standard weekly salaries
occurring from January 1 of the current year to January 1 of the preceding year, of
the office clerical workers for all industries, shown in Table 2 in the Area Rate
Survey of Minneapolis-St. Paul. This per cent of increase or decrease is used to � '
determine the per cent of increase or decrease for the Attendance and Inspectional,
arrl. the Clerical, occupational groups. This per cent is 5%. The per cent of i.ncrease
or decrease of the straight time hourly earnings occurring from January 1 of the
current year to January 1 of the preceding year of the unskilled plant workers for
all industries as shown in Table, 2 of the Area Wage Survey of Minneapolis-St. Paul
determines the per cent of increase or decrease for those employees in the IVlanual
and Maintenance Occupational Group. This percentage is 4. 30%.
The average per cent of increase or decrease of the average salaries of
Accountants, Chemists, and Engineers, occurring in the latest a�a.ilable 12-month
period as indicated in the National Survey of Professional, Administrative, Technical
and Clerical Pay, published by the Bureau of Labor Statistics, determi.nes the
percentage of increase or decrease for the Professional and the Subprofessional Groups.
This percentage of increase if 4. 45%.
An average of the per cent of increase for the Clerical Group and the Manual
and Maintenance Group is used to determine the per cent of increase for the Fire and
Police Groups. This, for 1969, will be the average of 5% and 4. 30°jo, which results
in an increase of 4. 65% for the Police and Fire Groups.
In accordance with the attached resolution, the Fire and Police Groups, there-
fore, receive first the 4. 92°jo increase based on the Metropolitan Survey, and then
a 4. 65% additional i.ncrease based on the annual increases given to employees each
January 1 based on the Bureau of Labor Statistics. This results in a total increase
of 9. 8% for the Police and Fire Groups.
