THE COUNCIL OF THE CITY OF S�AINT PAUL� DOES ORDAIN:
Section 1. That Ordinance No. 3250, approved August 20, 1914,
as amended, be and the same is hereby further amended by striking out � ,..�.-
subsection A of Section 8, and by substituti.ng i.n li•eu thereof the following:
"A AT TIME OF APPOINTMENT--
1 The compensation fixed by the Council for each grade established..-
in Section 6 of these Rules shall �a.pply uniformly to all the classes
of positions in such grade, except as the Counci.l may otherwise
" � specifically provide. -
2 The compensation fixed by the Council for each class of position
in Section 7 of these Rules or for any speci.fic class of �ositions
in Section 6 shall apply uni.formly to all positions in such class.

5 Appo9ntment may be made to a position in any of the classes in
Section 6 of these� Rules at any of the current salary Steps A through
E prescribed by the Council for the clas:s; provided, however, that
i.f appointment 'is made at a salary step higher than the appointee
could have attained if his employment in positions outside the City
service equivalent to the class to which 1'ie has been appointed in
the City service, all other employees holding this same title in the

Chief Engineer, the Chief Accountant, the City Architect, the

Department, the Director of Libraries, the Director of City Planning,
and the Chief Examiner and Director of Personnel; subject to the
appro�ra.l of the Mayor and the Comptroller. ,��
6 No person holding a position in a class in any of the grades in Section 6
of these Rules shall suffer any reduction in compensation if appointed
to some other position in the same grade or in a higher grade; provided,
however, that no person shall receive a rate of compensation greater . .
than the maximum ordinarily attainable in the position under the
provisions of the Councilis Salary Ordinance. If appointed to a position
in a class in a lower grade 2.n employee may be granted the minimum
rate plus the number of step i.ncreases which he has been granted in
� his present position.
7 If any person holding a position in Section 6 of the Rules is promoted
to a position in a higher grade and the minimum rate for the position
in the higher grade is at least three per cent higher than his present
salary he shall be paid the minimum rate, plus one additional step if
he has already received a five-year increase, or plus two additional
steps if he has already received a ten-year increase, or plus three , �
� additional steps if he has already received a fi.fteen-year increase.�

. If any person holding a position in Section 6 of the Rules is promoted `
to a position in a higher grade and his present salary is less than � '
three per cent less than the m9nimum or is the same or more than �
the minimum rate for the higher grade, he shall be paid at the next
salary step which is at least three per cent higher than his present
rate, plus one additional step i.f he has already received a five-year
increase, or plus two additional steps if he has already received a
ten-year increase, or plus three additional steps if he has already
received a fi.fteen-year increase; provided, however, that no employee
shall receive a rate of compensation greater than the fifteen-year
step in the Standard Range applicable to his position.
8 If an employee on leave from a position in a class a.n any of the grades
in Section 6 of the Rules and holding a position in a class i.n the Un-
classi.fied Service is appointed to a position in a class which is in any
of the grades in Section 6 of the Rules, the employee may be granted
the minimum rate plus the number of increases to which he would be
entitled under the Council=s Salary Ordi.nance if his present class of
position were in the Classified Service, provided the same shall not
exceed the employeeis present salary.

"9 If a position established in Section 7 is later graded and placed in
Section 6, an employee holding such position may be granted the
minimum rate plus the number of increases to which he would have
been entitled if this class had always been in Section 6. If said
employeets present salary exceeds this above step, he shall never-
theless suffer no reduction, but shall be paid the rate next higher
in the graded range than his present rate; provided, however, his
salary shall not exceed Step F of the graded range if he has less than
ten years of service, the ten-year step if he has ten years of service,
� and the fifteen-year step if he has fifteen years of service. - •'
10 If any person holding a position in a class in Section 7 of the Rules is
appointed to a position in a class in Section 6 of the Rules, and the
minimum entra.nce requirements for such class in Section 6 includes
experience in the title that he held in Section 7, and his salary rate is
more than the minimum rate of the salary range applicable to the
position to which he is promoted, he shall be paid the salary step in
the graded range which is at least three pery cent higher than his
present rate, provided that no person sha11�receive a rate of com-
pensation greater than Step E i.f he has less than five years of City
service, Step F if he has between five and ten years of service, the
ten-year step if he has between ten and fifteen years of service, or
� the maximum if he has over fifteen years of service.

11 Appointment to any position in any of the classes listed under the
heading "Manual and Maintenance" in Grades 19 through 28 in.
Section 6 of these Rules shall be made at Step E of the appropriate
Standard Range as set forth in Section I B of Ordinance No. 6446.
After an appointee to such a position has appeared on the payroll for
� 1040 hours in this position, he may be granted an increase in salary f
of one salary step (to Step F}. After such appointee has completed
ten years of full-time service he may be gra.nted the ten-year step
increase, and after fi.fteen years of full-time service he may be
granted the fifteen-year step.
12 Appointments to the positions Park Policeman,. Patrolman and Fire
Fighter shall be made at Step C in the appropriate Standard Range
as set forth in Section I B in Ordinance No. 6446.
Section 2. That said ordinance, as amended, be and the same is

of Section 8, the words "20 years of full-time service, "; and by substituting
in lieu thereof the words "15 years of full-time service, ".
Section 3. That said ordinance, as amended, be and the same is i

and by substituting in lieu thereof the words "Grade 34".
