Marshall City Clerk Room 386 City Hall Dear Sir: This is in regard to the application of C. G. Rein Development Company for permit to construet 112 surf.ace parking spaces and 53 garages on a site located at the northwest corner of Magnolia Avenue and Hazelwood Street. (See the attached legal description). The applicant proposes to develop nine 12-unit apartment buildings on this site. This matter was first considered by the Board of Zoning at a public hearing held'bn July 18, 1968. At that time, the staff noted that the Traffic Engineer had approved the plan as to exterior traffic and that the plan would meet the minimum design standards if the following changes were made: 1) opague screen planting should be included to the north of the northerly most surfaced parking lot, �.) screen planting should be added along the west surfaced paxking lot, 3) wheelstops should be included in the surfaced parking areas, 4) parking stall dimensions should be noted, 5) the type of curbing on interior driveway should be noted, 6) drainage flow and storm sewer pickup points should be indicated, 7) the two ten unit gaxages should be widened, 8) the location of fire hydrants should be established, and 9) one more access point towards the north end of the property should be added to provide smooth internal traffic flow. The Board also noted that the project showed an important lack of useful open space. There was a disproportionate amount- of space taken up with parking lot maneuvering areas and the traffic circulation in the interior of the development was poor. Therefore, at that time the Board of Zoning recommended that the matter be laid over and that the applicant study ways to alleviate these prob�ems. On August 1, 1968 the matter was discussed again before the Board of Zoning. At that time, the applicant presented to the Board a revised plan which ineluded screen planting along the north edge of the site and provided more useable open space for one of the nine apartment buildings. The applicant noted that he did not wiah to make further changes in the plan. It was the findings of the Board that the new plan-did not resolve the original problems stated. In fact, the new plan results in more through- traffic being carried over parking maneuvering areas.
