The applicant shall file a copy of the Council Resolution approvmg the plat with the Ramsey County Recorder's Office. 2. The applicant shall follow City ordinance to set surveying irons in place prior to the recording of the plat. SURROUNDING LAND USE: North: 35-unit apartment building across Cottage, zoned RM2 East: Railroad tracks and single-family residentiai, zoned R4 South: Singie-family residential, zoned R4 West: Four 30-unit apartment buildings across Farrington, zoned RM2 E. ZONING CODE CITATION: §69.301 states that platting is required when a subdivision (1) creates frve or more lots or parceis each of which is 2Yz acres or tess in size; or (2) requires pauedstr�ets, all€ys and atFie� puhli�improuem�nts;-or �3} is preuia�sty unplatt€dland,- -- §69.406 provides criteria for review of subdivision apptications. HISTORY/DISCUSSION: The City Council on March 5, 2003, approved RM1 Low-Density Multiple-Family Residenfial zoning for the property; previous zoning was R4 One-Family Residential. Construction is underway and the townhomes wil{ be ready for occupancy in summer 2004. G. DISTRICT COUNCtL RECOMMENDATION: The Districf 6 Planning Council's land use task force on June 23, 2004, voted unanimously to support the subdivision appiicafion. H. REQUIRED FINDINGS: § 69.406 of the Zoning Code requires that all of the following findings be made prior to approval of a su4division: PRESENT ZONiNG: RM1 1. Ail the applicable provisions of the Legislative Code are complied with. The surrounding land uses to the north and west are predominatefy multipfe-famiiy residential, and fhe creafion of 8 townfiome residentia{ lots wouid be consisteni wfth the surrounding land uses. The land uses to the east are single-family residential, and the proposed uses wilt be crompatible in scale and massing with singly-family residential uses. 3. The area surrounding the subdivision can be planned and developed in coordination and compafibiliYy with Yhe proposed subdivision. This condition is met. The area surrounding the proposed subdivision is planned for residentiai uses, both multiple-family and singie-family uses. 4. The subdivision is in conformance with the Comprehensive Plan. This condition is met. The subdivision is in conformance with the Land Use chapter of the Comprehensive Plan, which calis for residentia! development in this area. 5. The subdivision preservss and incorporates the site's important existing natural features whenever possibte. This condition is met. A stand of trees at the southerty end of the site will remain, both to preserve the frees and to provide a buffer between the 8 units and the railroad tracks to the south of the site. 6. All land intended for building sites can be used safely without endangering residents by perit from ftoods, erosion, continuous(y high water table, severe soil conditions or other menace. This condition is met. 7. The subdivision can be economically served with pubiic facilities and services. This c�ndition is met. Public sewer and water service are avai(able in Farringfon. I.STAFF RECOMMENDATlON: Sased on required Tndings 1 through 7 in the stafF report above, staff recommends_approval of the combined plat for_ Cottage Homes, 2nd addition, subject to the foliowing conditions: 1.
