City will be unable to provide` adequate services-with competitive salaries
unless such limit is increased; and ..

� WHEREAS, the financi�l needs of the City are particularly great with
respect to maintaining the _public safety,- iri"view of the demands for increased
competence and numbers_�of policemen and firemen; and ` -

property tax increases , �h�,rough exploitation of� nonproperty sources of revenue ;

reason of sound practice, is committed to a formula by which salaries of 'City
employees are kept in �armony with those in private business ; and

revenues render a property tax increase the only possible method to finance

to place or� the ballot in the November� 5 gene,ral election a special ordinance
providing ,for a temporary �-i�i'crease in the proper'ty tax limit of the city
sufficient to meet the basic�•needs of the 1969 budget, pending permanent action
