Dear Sir:
This is in regards to the appeal of David Dehn to relax the Zoning
Code building density standards for property located at the northeast
corner of Grand Avenue and Saratoga Street. This property is further �
described as Lot 10, Block 1, Summit View Addition. The appellant pro-
poses to construct a four-unit apartment building on the property in question.
This matter was considered by the Board of Zoning at a public hearing
held on August l, 1968. The staff reported that the �property is zoned
Commercial. A four-plex in a commercial district requires a lot axea of 7,800 �
square feet. The property has a lot area of 7,500 square feet and is 300
square feet (3.85�) short. Exi.sting area zoning consists of Commercial on
each side of Grand Avenue and "A" Residence on either side of the Grand
Anenue frontages. Existing area�development_consists of a mixture of
apartments and single-family homes along Grand Avenue, single-family homes
and semi-public uses along Summit Avenue and primarily single-family homes to
the south of the Grand Avenue frontage. Mrs. Wegler of 1510 Grand Avenue
appeared in opposition to the appeal.
It was the fi.ndings of the Board that: 1) replacement of the existing
duplex on the site would probably tend to improve the physical quality of
the neighborhood, 2) the density of the adjacent 20-unit apartment is much
higher than the proposed density as it was cons�ructed before density
standards were establzshed, 3) the, Zoning �Board recently approved a similar
appeal for property on �the south side of Grand Avenue in the block to the
west, and 4) the 3.85% relaxation is not excessive.
Therefore, the Board of Zoning recommended approval of the requested
appeal. It should' be noted�that Mr. Dehn stated at the Zoning Bt�ard meeting
that his development of the property would include no commercial use.
