John E. Mannillo Week in the City of Saint Paul
2 WHEREAS, 30 yeazs ago, John E. Mannillo came from Long Island, New Yark, to make his home in Saint Paul;
3 and
4 WIIEREAS, Jotui Mannillo — as a tireless and dedicated community leader, fearless in his convictions and his
5 willingness to ask the tough questions — has helped shape the Saint Paul we know today, from sensible land use,
6 to the beautification of our city's open space and vistas, to the quality and sustainability of Saint Paul's economic
7 development; and
8 WHEREAS, John Mannillo — as a real estate developer — spearheaded the historic preservation of Lowertown,
9 through his meticulous restoration ofthe Upper Midwest's first skyscraper, the Pioneer Building, and Cass Gilbert's
10 corporate headquarters of Blood Paint (known for its slogan `Blood makes good painP'), now lrnown as the Gilbert
11 Buiiding, and today's headquarters of Mannillo Womack & Associates; and
12 WHEREAS, John Mannillo served as a commissioner of the Saint Paul Heritage Preservation Commission in its
13 first decade, and remains an effective advocate for the preservation of Saint Paul's historic treasures, and
14 WHEREAS,JohnMannillowasinstrumentalinthedevelopmentofSaintPaul'sskywaysystemwhichisconsidered
15 essential to the development of Saint Paul's downtown office, commercial and residential growth, and in making
16 downtown a vibrant place to live and work; and
17 WHEREAS, John Mannillo, as a citizen and business owner led the Lowertown neighbarhood in the redevelopment
18 and re-design of Mears Park, an award-winning pubfic open space that serves as the town square for the historic
19 lowertown district, and
20 WHEREAS, John Mannillo's passion for quality urban design extends to his strong commitment to beautify oar
21 public streets and vistas through his staunch advocacy of the city's 2001 amendment to the zoning code outlawing
22 new billboards anywhere in Saint Paul; and
23 WHEREAS, Jolui Mannillo served as president of the Downtown Buiiding Owners and Managers Association in
24 the eazly 1980s, and provided dedicated service toward the growth and impact of that organization; and

WHEREAS, in January 2002, John Mannillo founded and now serves as president of the Saint Paul Downtown
Building Owners Association to ensure that private sector building owners have a strong and credible voice in public
decisions regazding downtown development; and
4 WHEREAS in just tcvo yeazs, the membership of the Downtown Building Owners Association has grown to 23
5 building owners, who own 35 downtown buildings, and
WI-IEREAS, any one of John's myriad accomplishments over 30 years would have warranted its own City Council
resolution for a day of honor; therefore be it
8 RESOLVED, that the City Council on John E. Mannillo's birthday, Wednesday, August 18, 2004, designates the
9 week beginning today and running through Wednesday, August 25, 2004, to be John E. Mannillo Week in the City
10 of Saint Paul.
