• Wf-IEREAS, The Committee on Lands, composed of the Mayor, the
Purchasing Agent, the Commissioner of Public Works, and the Commissioner
of Finance, of the City of Saint Paul, has secured an agreement for the
purchase of that certain property described as follows:
Lot 3, Middents Rearrangement of Lots 1 and 2 of Block 29 of
LafondTs Addition to Saint Paul, acc. , •
WHEREAS, The property described therein is necessary for the open-
ing and widening of Marion Street from University Avenue to Como Avenue,
and the price at which the property may be purchased is at the total
amount of $11,000.00, a fais and reasonable price according to the
appraisal obtained by the Committee on Lands; and
WHEREAS, Said Committee has recommended the purchase of said
property at the price stated above, as evidenced by the letter of said
Committee submitted herewith; now, therefore, be it
R.ESOLVED, That pursuant to Section 303 of the Charter of the City
of Saint Paul, the Council of the City of Saint Paul does hereby author-
ize the purchase of the land described as:

RESOLVED Further that the proper city officials are hereby author-
ized and directed to pay to Joseph Loberman, record fee owner, the sum
of $11,000.00, said sum to be paid to the aforesaid vendor from PIR Fund
Code 6000, to be reimbursed from 1968 M.S.A. Fund, Project No. 64-160-05,
upon his furnishing evidence of good marketable title in th� aforesaid
vendor, and the total payment to be made upon tender by said party of
appropriate deed conveying title to said property to the City of

Gentlemen: �
The City of Saint Paul, acting through its Valuation Engineer,
has nego€iated to purchase certain property described as
f ollows: ' �
Lot 3, Middents Rearrangement of Lots l and 2 of
Block 29 of Lafond's Addition to Saint Paul, acc. ,
The owner of the above described lands, Joseph Loberman, has
accepted an offer tendered him by the City in the amount of
$11,000.00 as compensation for the sale of the said land to the
City.
This property, including land and buildings, is needed by the
City of Saint Paul for right-of-way for the opening and widening
of Marion Street from University Avenue to Como Avenue. In view
, of the reasonable price for which it can be purchased, said price
being the appraised fair and reasonable market value thereof, we,
the Committee on Lands, do recommend to the Council of the City
of Saint Paul that it authorize the purchase of said land in lieu
of condemnation proceedings at the price of $11,000.00, as nego-
tiated with the owner.
