Dear Sir: � After discussing the above matter with Mr. Crowley of the Fin.an.ce Departme4n.t - and Mr,,,.. .Beckett of Public Works an.d l�r. Donovan. of the Valuation Bureau, I am of the opin.ion that the purpose of the reconsideration of the financing by the City Council is to notify �he affected property own.ers that the alley improvement will be paid partly from assess- ments an.d partly from public fun.ds , thereby reducing the cost to the affected properties. It does not appear at this time necessary for the City � Council to take any �ormal action in regard to the Final ; Order which was adopted approximately one year ago, but I rather the action to be taken is to establish the financing policy and direct the Finan.ce Office so that when. they pre- i pare the assessment roll they will charge a portion of the � costs against public funds. � Yours ery truly, ' I � J o J.
