1 WHEREAS, in 2003 the U.S. Department ofthe Interior, National Pazk Service (NPS) -
2 Mississippi River and Recreation Area (MNRRA) awarded a$49,000 Cooperative Conservation
3 Initiative Grant to the City of Saint Paul to control invasive shrubs (buckthorn) and to study
4 erosion threatening the Crosby bluffs and nature recreation trail; and
WHEREAS, the City Council, by its resolution CF-03-1005, approved acceptance of this grant,
and in anticipation of the need to spend from the grant funding in 2003, Parks and Aecreation
requested amendment of the 2003 budget; and

WI3EREAS, it was not necessary to spend any of the grant funding in 2003 so it is necessary to
amend the 2004 budget for the fu11 amount of the grant; and
WEIEREAS, it is the request of Parks and Recreation that the 2004 adopted budget be amended
to include $49,000 of Initiative Grant Revenue, which requires a one to one match; and
WFIEREAS, Pazks and Recreation is willing to provide a match valuing $4,300 through in-kind
volunteer wark, existing project staff, and wark crews; and
WHEREAS, Great River Greening is a collaborative partner on this project and has agreed to
provide an in-kind match valuing $29,700; and
WHEREAS, the Capitol Region Watershed District (CRWI�) has agreed to provide a$15,000
cash-match to the City to fund ecological surveys for the grant project; and
WHEREAS, the Mayor, pursuant to Section 10.071 of the Charter of the City of Saint Paul, does
certify that there are available for appropriation funds of $64,000 in excess of those estnnated in
the 2004 budget; and
