Dear r. Stanton: Re;� Resolution for the purchase of library books
T�o F osont method of purchasing library books has evolved over a period of
many ears and has been highly satisfactory and efficient. At one time, and
for a umber of years, the bulk of the library book business was split among
three endors who offered very poor discount schedules. When one of the
vendo s withdrew to a great extent from the book jobbing busines s, the Pur-
chasi g Department, at the library's request, advertised for bids on a dis-
count chedule for furnishing library books. The low bid of eampbell & Hall
. of 38 off list for trade books delivered and 1296 for short discount items re-
sulted in a saving of about 25� to the lfbrary, and service through the years
has be n excellent.

Upon r ceipt a punched card for each title is placed in xhe book to serve as
a proc ssing slip, and a second card is sent to the library Business �ffice
with t e received date. Cards are compared with invoices and any irregulari- �
ties ar corrected. In no case do invoices exceed $500 in amount. Only ,
when t Q invoice has been approved by the Business Office is a contract claim
sent to the Purchasing Department.

and all of whom offer maximum discounts.
Throug the years the St. Paul Public Library has streamlined its book selec-
tion pr cedure so all duplicate copies of a given title are ordered at the same

c d equipment to be used in the acqui�ition and processing of boaks is also
dapendent on preeent techniques. �
If�there are any doubts of the legality of the present procedures we naturally
w �sh them corrected. Should you deem it desirable to advertise annually or �
bi- annually for a discount schedule from jobbers we urgently request that
w bQ consulted with regard to the specifications. We also strongly urge
th t tha basic arrangement of the present system be retained and that every
c sideration be given our present vendor, Campbell & Hall.
