Byrae, President and Membera of the City Couacil Gentle i n: � On July 10, 1968 your honorabie body referred to your Technical Com- mit�ee the problems relative to Navy Islaad. � � The Committee held two meetings on this matter and, in addition, made a phyaical iaspection of the atructures on the island. Thoee who made the inspection are: Avery, Hamblin, Schleck, Ames, Heiden, Olinger, and Summere. In addition, the aenior inspectora in the Public Buildings Buresu also made the insgection. � The arese of investigation aug�ested are: � 1. Terms of the lease. The Navy hae givea proper notice and will vacate t,he premise by July 27. All other terms and coaditions of the lease have, or will �have been complied with by July 27. � 2. Property Iaventory. Everything will be removed from Che build- ing exce;pt those items which are attached to and become a part of the structure. � 3. Use of Proverty. An on the site exami.natioa of the structure , indicates that in its preseat condition, rehabilitati.on to fit the City's needs •' would require a substantial sum of m�aey. You wauld still have an inadequate � structure which would be temporary ia character and not fuactional. i Your Technical CommiCtee makes the following recammendations to you: - � ,� 1. The responsibility for the building should be vested in the Bureau of Public Buildings. The diaposition of the aite will remain the respoasi- bility of the Couacil. I2. Marsha,ll, asking for the preparation of specifications relative to advertising for bids in the matter of the security for the building on Navy Island. Attached thereto was Council File No. 2395�'T which requested restoration of Navy Island by the United States Navy to the condition previous to the leasing thereof. Several questions present themselves: 1. There will be a lapse of time between the �Tuly 27th date, at which time the City will "acquire"�,.sa,3d building and the time it takes for publication and the advertising for bids. 2. There is no indication what f�ind the cost of security is to. be charged to. 3. This office would appreciate being advised of the dis- , position of the building in the interim Prom July 27th to the ePfective date of an outside agency being assigned to it. 4. TIe following are cost estimates for this purpose in three different forms: Method No. 1 ' Plywood covered doors and windows (first floor only) approximately 4�000 sq. ft. or 125 sheets of 4 ' x 8' x 3/4" plywood at $6�31 � per sheet (considering 5/ waste) � • $825. 75 Two men for three days 384.00 TOTAL $1,212.75 Mlthod No. 2 Si.x foot chain link fence, three strands of barbed wire, 275 lineal feet at $4.50 per � foot. TOTAL " ; " $1,238.00 M�thod No. 3 � Eight foot chain link fence, three strands of barbed wire, 275 lineal feet at $5 per lineal foot. TOTAL $1,375.00 I� considering the use of chain line fence, the price was figured on going from the water on the channel side of the island due south to the water on the south side of the island. . t .. -' • S� � Hon. I� This method would necessarily limit access to all of the down- stream por.tion of the island directly west of the Naval Reserve building proper. Doing this would prohibit all parking on that portion of the island so fenced off. I It might also be advisable to mount some area lighting on the building from the structure of the Wabasha bridge.
