�This is in� regards to the appeal of Benjamin Thoreson to relax the
frontage requirements on property located on the east side of Flandrau
Street south of Grace Lane (see the attached legal description). The
appellant proposes to develop the site in question with a duplex.
�This matter was considered by the Board of Zoning at a public hearing
held on July 18, 1968. The staff reported that a similar appeal was filed
for �the same purpose on January 8, 1968. That appeal was recommended for
approval by the Board of Zoning in February but denied by the City Council
in May of 1968. The Zoning Code requires that a duplex have a lot
frontage of at least 60 feet at the street line. It was pointed out that
the �property in question is part of a larger lot which has 40,000 square
feet� of area. Land plattings in 1953 and 1960 had the effect of land-
lock�i.ng the north half of this larger lot. The appellant has subsequently
purehased 20 feet of Tot frontage on Flandrau Street and is appealing to
relax the 60 foot lot frontage requirement to 20 feet. The entire area
is zoned "A" Residence and has been developed. with single family homes.

Since the original appeal, the appellant has altered his plan and
moved his proposed duplex further to the south and has indicated that a
planting screen wi•11 be included along the periphery of the property.
Mr. Eugene Thorson, who lives on the property to the north of the 20 foot
access, appeared in opposition to the appeal. A petition Ras filed with
the Zoning Board in opposition to-the rezoning. A copy of this petition is
enclOSed for your interest.
It was the findings of the Bo�d.that a-relaxation�would create a situation
in which the proposed duplex would, in effect, be surrounded on all sides by
resi�ences. The duplex would, in effect, be in the rear yards of eight lots
fron-�ing on it. ,Therefore, the Board of Zoning recommends denial of the
proposed relaxation of the fron�tage requirements.

as �Parcel "M" on Plat of Surv�y. At that time, tentative plans called for a '
street west from Ylh�te B�ar Avenus at ths north property line giving aresss to
north sections of �he propsrty. Subsequent platfing, Anderson's Addition 1953,
and Bisanz Bros. Highview, 1960, had the effect of ].and-locking the north half
of parc�l "M". Tl�e north 20 feet of Lot 6, Bisanz Bros. Highview was purchased
to give acc=ss to F.la�drau Place. Appeal filed for the same purpose on January
8, 1968. Zoning Boar� recomm�nded approval on February 15, 1968; City Council
denied on May 9, 1968.
C. PROPOSED USE: Develop the site with a�duplex -
D. NEED�OF APPEAL: The City Council must grant approval for the purpose of construction
on�a site that has insufficient width at the building line.
E. PRESENT STANDARD: Requires a 60' width at the building line and at the street line
inlan "A" Residence district.
F. VABIANCE: Ths site is short 40' at the street line and 40' short at the building
setback line (66 2/30) short.
G. AREAIZONING: Entire area is zoned "A" Residence
H. SITE�CONDITIONS: No unusual soil or topographical conditions. Site drops slightly
from west to east. There appears to bs utility easements on the site. The site
has an area of 15,000 square -feet. The 20' frontage is between two houses which
