Wf�REAS, the Junior Chamber o£ Commerce proposes to sponsor
an arts promotion festival entitled "Left Bank Arts Festival", from
September 12, 1968, through September 15, 1968, on the Saint Paul Kellogg
Ma.11; now, therefore, be it � �

� RESOLVED, that the Junior Chamber of Commerce is permitted
to use that portion of Kellogg Park bounded by travelled Kellogg
Boulevard, Wabasha Street, and Minnesota Street extended, to �conduct
� said arts festival; to erect a sculpture tt the corner of Cedar and
Kellogg; to erect approximately thirty (30) 5 feet by 7 feet pavilions
to include popcorn� and soft drink concession stand to be operated
by the Boy Scouts, a coffee concession to be operated by the Junior
Chamber of Commerce, and an antique and book sales stand to be operated
by Goodwill Industries, a balloon sales stand to be operated by the
Junior Chamber of Commerce, an art work sales stand to be operated
byjxhe Junior Chamber of Commerce, a flower cart to be operated by the
Junior Chamber of Conm�erce, to erect one (1) tent 20 feet by 40 feet
fo.r showing art demonstrations, to park for the duration of the festival
one (1) truck for storage of paiatings, and to place street banners
along Kellogg Boulevard. The City �shall provide Ci�y and Park Police,
as��availatile, and in the event of inclement weather, Second Street
situated below the Kellogg Mall may be blocked off and used from Waba�ha
to Jackson Street to facilitate the arts festival.
