' In accordance with statutory pravisions, the 1969 Budget of the Mi.nnea- polis-Saint Paul Sanitary District was submitted to the couacils of the two central cities prior to July 1, 1968. The Saint Paul's share of the Gross Budget of $10,240,102 ia $4,271,146,- $2,490,504 is Capital Outlay for continued higher degree of aew�ge treatment. Th�.s partion of the budget will be finaaced through the iasuance of general obligation bonds. This program brought sewage treatment Co 75% biochemical oxygen demand removal. The State Pollution Control Commission has ordered treatcnent to 90%. The preseat proposed plant expansion is designed to ac- complish this additional degree of treatment. ; ! Saint Paul's percentage o� the sewage treatment costs, on which this budget is based, is 41.71�. This is based on 1967 sewage flows. Adjustment is always made after,Che end of each year to adjust estimated percentage of flaw to actual per- centage of flaw. , ! ! � Suburban costs for treatment of sewage is based on the actual cost incurred in 1967. The cost in 1967 per million gallons of sewage treated was $31.01. It - appears most probable that with the first phase of plant expansion completed and in operation, the cost per millfoa gallons of sewage treated will increase. How- ever, the adjustment will not materialize until 1970 and therefore any possible additional revenue due to increased treatment costs cannot be anticipated for 1969. � � The department of Public Works is in the process of negotiating a sewage study�contract wiCh Greeley and Hansen. This study is part of the pollution control investigation and will be concerned with administrative, financiel, and operational aspects. An in-depth study of the sewer rental rates within Che city will be included. Any adjustment in rates which you may determine should be made effective January 1, 1969. !
