WHEREAS� Pursuant to resolution, C. F. 239330, approved July 3, 1968, a public hearing was duly held on Tuesday, July 16, ' i968, before the Council of th.e City of Saint Paul, said hearing � pertaining to the condition of the structure located at 412 and 414 Ashland Avenue, Saint Paul, Min.nesota; and ' WHEREAS� Upon the facts presented at the said hearing, con- sisting of photographs, inspection reports and the recommendation of the City Architect, it is foun.d and determined by the City Coun.cil that according to the records and files in the office of the Register of Deeds, the last record owners of the above-described property. are Henry F., Lauss and_ Shirley M._ Lauss; Minneapolis Savings andALoan Association is mortgagee; and that there are no other lien holders of record; that it is further determined that the above-described building constitutes a hazardous building within. the definition o� Minnesota Statutes, Section 463. 15, for the following reasons: a. Byrne, Mayor I�, and Members of the City Council � U Z� �� Re: File No. 1946--412 and 414 Ashland ?/ Gentlemen: The Building Department is hereby submitting its report on the condition of the property known as 412 and 414 Ashland, a 2-1/2 story frame apartment building w,hich has eight apartment units and one sleeping room. This building has a full basement and is 44 ft. wide and 60 ft. long and approximately 34 ft. high. The owner of record is Henry F. and 5hirly M. Lauss, and the legal description is Lot 7, Block 13, Woodland Park Addition. A recent inspection discloses the following: EXTERIOR The chimney is in a deteriorated and dangerous cond.ition. The entire exterior and porches are in,-:a deteriorated condition. Many windows are broken. The door at grade level leading to the basement has been demolished. BA5EMENT The limestone foundation is deteriorated 'and has eroding mortar joints. A great deal of debris covers the�floor area. FIRST FLOOR There are eight rooms, of which large portions of plaster has loosened and fallen off. Household furniture and property has been vandalized with a great deal of combustible materials on the floor areas. SECOND FLOOR consists of ten rooms and two bathrooms. Conditions are the same as the first floor rooms. Two bathrooms s erve entire three floors. THIRD FLOOR OR ATTIC AREA consi�s:ts of eight rooms, and conditions are the same as the first and second floors. The water pipes and plumbing waste lines have been frozen and it is questionable whether the plumbing is usable.
