Frisch for permit to construct parking faciliti�s for 69 cars on the west side of Marion Street between Larpenteur and Idaho Avenues. This property is further described as Lots 4 through 15, 23 and 24, Block 4, Rice Street Villas. The applicant proposes th�at these parking facilities serve a twelve unit structure, a twenty-three unit structure, and a twenty-four unit structure. This matter was considered by the Board of Zoning at a public hearing held on June 6, 1968. The Traffic Engineer had recommended approval as to traffic provided that the alley in the block and Idaho 9venue be graded. The staff reported that the plan would meet established design standards if it is changed to include: 1) grading of the alley in the block in question as wel•1 as Idaho Avenue from Marion Street west to the alley;` 2) eliminating the alternate plan of garages west of the alley; 3) either a 5' high opaque fence or opaque screen planting along the north aii'd south property lines of the parking lot west of the alley; 4) descriptions of the method of draining surface water �rom parking lots; 5) curbing along north property line east of alley; � � 6:)_ bitumi.nou� � surfacing of all parking areas ; and 7) typical parking�space dimensions.
