Marshall City Clerk Room 386 City Hall Dear Sir: This is in regards to 1) an appeal to relax building density standards, • 2) an appeal to relax �arking space requirements .and, 3) an application for a permit for a 63-car parking lot by William H. Weitzman for a "Turnkey" public housir�g -project for the elderly to be located at the northeast corner, of Montreal Avenue and Elway Street. (See the attached legal description) The applicant is proposi.ng to construct a 187 unit "Turnkey" apartment unit, 19 stories in height, which will be purchased by the Housing andRedevelopment Authority of the City of St. Paul upon completion. These matters were considered at a public hearing held by the Board of Zoning on June 20, 1968. The proposed site area has 90,045 square feet of area which is 96,955 square feet or approximately 52$• shor-t�of the required 187,000 square feet. The Zoning Code requires one parking space for every dwelling unit. The applicant is proposing 63 spaces or approximately one � space for every three dwelling units. � The staff reported that the site in question is zoned "C" Residence and that existing zoning in the area consists of "B" Residence to the west, "C" Residence to the north and east, and Commercial to the south. It was the conclusion of the Board that the requested relaxations are compatible with past relaxations granted by the City Council for housing for the elderly. Therefore, the Board of Zoning recommends approval of the appeals to relax the density and parking requirements to allow 187 dwelling units for the elderly. It also recommends approval of the permit for a 63-car parking facility provided that new copies of the plan are submitted indicating . 1) driveway widths on Montreal Avenue of 26' , 2) dimensions from property lines to parking lot surfaces, 3) parking lot stalls and dimensions of stalls, and 4) screen planting along edges of parking a�eas facing property lines.
