This property is further deseri.bed as Lot l, Block 5, Western Area Addition. The Housing and Redevelopment Authority proposes. to denelop the site with an eight story 220 unit apartment building for the elderly and a 74 car parking lot. r These matters were considered by the Board of Zoning at a publie hearing held on May 16, 1968.� The staff reported that 220 units require 220,000 square feat. of land area. T'he site in question has an area of 175,310 square feet which amounts to 796 square feet per dwelling unit. The �oning Code also requires� one parking space per unit. , The proposed parking' facility of 74 cars represents one space for every three units. It was noted that elderly residents do not �reate the same intensity of use on the land as do oeeupants of other types of dwelling units. Also, elderly residents do not have similar parking needs as residents of other dwelling units. .The proposed relaxations meet the standards for sueh relaxations_which were developed by the City Planning Board in , ,May of 1968. At .that time,�the Planning Board recommended minimum � � densities of 600 square feet �per dwelling unit and minimum parking ratios of one space per three dwelling units provided that additional� . space. be left on the land for, one space for every unit if such additional parking becomes necessary. The proposed development meets the standards _ in regards to the application for parking permit. The Plans meet the design standards and the approvaT of the Traffic Engineer. The legal description of the property is: Lot 1, Block 5, Western Area Addition, St. Paul, Ramsey County, Minnesota The proposed use is high density residentia�, 220 apartments on 4.02 acres, which is presently zoned "C" Residential. The purpose of the appeal is to seek a var- iance from the "Off-Street Parking Requirements" of the Legislative Zoning Code. This variance, if allowed, eliminates the e�enditure of public monies for un- necessary parking lot improvements. ° In accordance with Section 64.03, i. , of the Legislative Zoning Code, the Authority hereby requests a variance of the following section of the Code: Off-Street Paxking Requirements, Section 60.23, (3) , (a). The Authority requests a variaace from Section 60.23, (3) , (a) which requires one off-street parking space for each dwell- ing unit. The Authority has been providing one paxking space for every three dwelling units at four existing hi-rise buildings for the elderly. A survey taken recently indicates tenant ownership of approximately 12.6 automobiles for each 100 apartments for the elderly in our existing buildings. Such variance is consistent with past practices of the Council relating to this very specialized type of housing use thereby eliminating unnecessaxy expen- ditures of public monies for exceas land purchases. In accordance with Section 64.03, i. , of the Legislative �oning Code, tYe Author- ity hereby requests a variance of the following section of the Code: Density, Section 60.031 - The Authority requests authorization to provide not less than 796 square feet of lot area per dwelling unit which is approximately 55 dwelling units per acre. Our request is based on the proposed construction of 220 dwelling units on 175,310 square feet of land. This proposed density figure is less than the density of 87 dwelling units per acre for hi-rise resi- dential construction as contemplated by the Comprehensive Plan of the City of St. Paul. The total lot area covered by the hi-rise building is 22,347 square feet, resulting in a site coverage of only 12.7%. The Authority contends that this limited site coverage, resulting from the physical nature of hi-rise construction, is one factor warranting waiver of density limitations. Another factor relates to the number of persons to be housed on the site. Siace all of the dwelling units in the building, with the exception of the caretaker's, axe one bedroom units specifically designed for the elderly, the number of per- sons housed in the building will be considerably less than is normally encoun- tered. In other similar dwelling buildings operated by the Authority, there is a ratio of 1.2 persons per dwelling unit, as compaxed with the City average of 2.5 persons per dwelling unit in rental housing. It was pointed out that the only purpbse of this concrete paving was to eliminate the problem of grass cutting under car ove hang, and that users of the parking lot would head toward the center of the parking lot as it is a more direct route to the building rather than�:try to use the concrete paving.
