The interior• of the building is dilapidated �^ � and the mortar is eroded from the basement foundation stones , the wood supporting columns in the basement are rotted which allows the first floor to sag, the plaster has fallen from the walls , the interior of the building has been vandalized „ with fixtures and cabinets broken and the plumbing, elec- trical and heating systems are out of order and in need of repair; ' Id. The building is unfit for human habitation in its present condition and must be corrected so as to comply with the St. Paul Building Code and Housing Code; � - e. The interior of the building is dilapidated and the mortar is eroded from the basement foundation stones, the wood supporting columns in the basement are rotted which allows the first floor to sag, the plaster has fallen from the walls , the interior of the building has been vandalized . with fixtures and cabinets broken and the plumbing, elec- trical and heating systems are out of order and in need of repair; � � d. The building is unfit for human habitation in its . �resent condition and must be corrected so as to comply with the Sto Paul Building Code and Housing Code; � e. The• building constitutes a nuisance and a hazard to� the public peace, health, safety and welfare because of; its physical damage, dilapidation, abandonment and inadequate maintenance; a now, therefore, be it �RESOLVED, That in accordance with Minnesota Statutes , Section 463. 15 through 463. 26, and based upon the foregoing �indings of � the City Council , the. It has a full basement approximately 24 ft. wide, 60 ft. long and 26 ft. high. Our most recent inspection reveals that the building�is vacan� standing open and has been exEensively vandalized. � I � The owner of record is Reuben Myhra and the legal description is the West 33. 18 fe et of Lot 23, Block 18, Lyman Daytons Addition to�,the City of Saint Paul. . 1 A recent inspection indicates the following: 1 EXTERI;OR ' - The wood cornice members are in need of repair. There are 25 broken wi.ndows, the siding is in need of repair with portions beginning to rot. �I'he front two-story porch supporting column is rotted, the concrete stairs from the street are badly broken and the rear entrance platform is badly ro�ted. The columns supporting the rear porch are rotted and one is in danger of collapse. The full basement is limeston e construction. The mortar is eroded from the foundation stones and the wood supporting colusnns�are rotted at the base, allowing the first floor to sag. All the windows iin the basement are broken. FIRS T FLOOR Contains fo�.r rooms and bath. The floors are buckled and sagging. The plaster has fallen from some areas of all the rooms. IIf a rehabilitation schedule is not submitted by the owners, it is the conclusion of the Bureau of Public Buildings that by reason of inadequate maintenance, dilapidation, physical damage, unsanitary condition and abando�nmen t, the above structure constitutes a hazard to public health, safety and welfare.
