1 WHEREAS, Neighborhood Housing and Properiy Improvement (1VIIPn has requested the City
2 Council to hold public hearings to consider the advisability of revoking the rental registration certificate
3 for a single family rental property located at 763 Fuller Avenue and registered to Oluyemisi K. Okanla;
4 and

6 WHEREAS, on Apri12Q 2004, NHPI conducted an inspection of said property and issued
7 Suminary Abatement Order for sanitation with a compliance deadline of Apri126, 2004; and
8
9 WHEREAS, on May 14, 2004, NI1PI conducted a reinspection of said property and found lack of
10 compliance with the previous order; and

WHEREAS, on May 17, 2004, NHPI sent the holder of the rental registration certificate for the
subject property, Oluyemisi K. Okanla, a$50 excessive consumption biil, addressed to 2750 18`� Ave.
S., Minneapolis, MN 55407-1212, the address on said certificate; and
WHEREAS, as of June 28, 2004, said $50.00 has not been paid, and L,egislarive Code §51.06 (a)
(v) provides that non-payment of fees for excessive consumption is grounds for certificate revocation;
and
WHEREAS, on May 17, 2004, NHPI notified Oluyemisi K. Okanla of the need to arrange an
interior inspection of the subject property; and
WAEREAS, as of 7une 28, 2004, an interior inspection has not been arranged, and Legislative
Code §51.07 (a) (iii) provides that the imposirion of an excessive consumption fee is grounds for an
interiar inspection; and
WHEREAS, on June 30, 2004, NHPI sent Oluyemisi K. Okanla the proper Notice of Intent to
Revoke Rental Registration (copy attached); and
WHEREAS, Oluyemisi K. Okanla has not appealed said notice and the time for filing an appeal
has expired; now therefore
BE TT RESOLVED, that based on the faregoing, the Saint Paul City Council hereby adopts the
following findings and order conceming the subject property at 763 Fuller Avenue.
That the subject property is a single family rental property that is required to be registered
with the City's Rental Registration Program.

That said certificate holder has been requested to allow an interior inspection of the
subject property, which has not been arranged.

1. The above-referenced Rental Registration Certificate issued to Oluyemisi K. Okanla for
the single family rental property at 763 Fuller Avenue, Saint Paul, MI3 is hereby
revoked.
2. It is fiirther ordered that a copy of this resolution be mailed to Oluyemisi K. Okanla.

I am writing to you in your capacity as the holder of a rental registration certificate for 763 Fuller Avenue, St.
Paul MN.
You are hereby notified, pursuant to the authority granted to me under Chapter 51 of the St. Paul Legislative
Code, of the City's intent to revoke the registration certificate for 763 Fuller Avenue based on the following:
On Apri120, 2004, this department conducted an inspection of said property and issued a

Once the City Council has revoked the rental registration certificate, occupancy of the property is not allowed
until (1) an inspection by Neighborhood Housing and Property Improvement (NHPn has been conducted, (2)
the Director of NHPI has determined the property to be in compliance, and (3) the certificate is renewed. Note:
Renting a properiy without a certificate is a misdemeanor.
Please call me as soon as possible to arrange a meeting to discuss how to conect this situation before the City
Council acts to revoke this certificate. If all issues aze addressed, I will recommend that the revocation be
withdrawn from consideration by the City Council.
